The government has just brought the draft budget of 2025 to the Parliament of Albania.

The next year's budget, just like every budget of these 11 years, can be defined as a POT OF POTTERY FOR THE GOVERNMENT AND CALL FOR THE ALBANIANS.

Let me argue with facts:

Although we are the country with the highest taxes in the region, although progressive taxation has taken the breath away from society, although all interest groups have asked for the reduction of taxes and the simplification of complicated procedures, these calls still fall on deaf ears. . The government does not foresee any reduction of the fiscal burden, no procedural relief for them.

On the contrary, 93 million euros is the additional cost of the fiscal burden for the next year.

Although international reports assess the education and health sectors as problematic, underfunded and far from European standards, funding is far from their needs. 2.9% of GDP will be the financing for health. 2.5% of GDP for education. Edi Rama's promises 12 years ago, when he promised 5% for each of these two sectors, remain forgotten.

Our farmers, who have been throwing their products into the canals for 11 years, who suffer from the competition of foreign goods, who pay the murderous VAT differentiation scheme, ie 20% additional cost, will be ignored next year as well.

After the public mockery of pensioners and families on financial assistance, the coming year is predicted to be even bleaker. 790,000 pensioners will be indexed in October 2025, while the prices do not wait for next October but increase daily. As for the 62 thousand families in economic assistance, not a penny.

The 2025 budget is not the salary increase budget. Zero lek for them.

It is not even the budget of the former political persecuted. Even more affected are the old owners: the fund for the compensation of their properties is reduced by 20 million euros.

Then who does the 2025 budget serve?

Government luxury. 25 million euros more are foreseen for the operational expenses of the central government.

It serves clientelistic and corrupt contracts of PPP concessions, which during 2025 will receive 143 million euros. They do not want to know that some contracts are under investigation by the prosecution, they do not want to know that the Tirana incinerator does not exist. Money will be paid.

It serves to cover the irresponsibility in the management of property and public funds, paying from the budget of Albanians the lost decisions in international courts, specifically 199 million euros.

It serves the electoral belts, tendering procedures of hundreds of millions of euros have started since September 2024, even though the budget and funds have not yet been approved by the Parliament of Albania.
