Deputy Eduard Shalsi, in his declarations of wealth to the ILDKPI, it turns out that he has multiplied his personal and family wealth.

For the year 2023, the wife has declared the purchase of real estate worth about 300 thousand euros with the source of financing the income from private business...

If we verify the business in question, it turns out that the lady is the owner of a business in the form of "natural person" registered in 2016 with the object: "Architects, energy audit in buildings".

First,

The financial statements closed on 31.12.2021, are in violation of Law No. 9920 dated 19.05.2008 "On tax procedures in the Republic of Albania" as amended, Article 5 point 1/dh.

In the declared Financial Statements, this article has not been applied, based on the fact that the previous period is closed on 30.04.2021, while the exercise year is closed on 31.12.2021.

In 2021, the annual profit is ALL 8,264,027 for the period January 1, 2021 to April 30, 2021 + ALL 2,987,708 for the period May 1, 2021 to December 31, 2021.
And the decision of the assembly is only for the amount of ALL 2,987,708

The financial statements of 2021 do not have their drafter defined based on Law 25/2018 dated 10.05.2018 "On Accounting and Financial Statements" in article 3 point 18.

The financial statements of 2022 and 2023 have neither the drafter nor are they signed and sealed by the responsible natural person

In the Income and Expenditure Statement of 2021 in excel format, the data for the previous year are ZERO, so according to these statements, in 2020 the subject did not exercise activity. This reporting does not match the same statement in PDF format, the same situation is with the Statement of Financial Position.

The subject not only did not withdraw funds from the commercial activity, but helped the business with 35,740,000 ALL, based on the fact that in the Statement of Changes in Capital for the year 2023 in section II point 3 there is a capital issue, which means according to the meaning of the word "issuance", the Natural Person has put into circulation for the interest of commercial activity 35,740,000 ALL.

And we come to the question: With what money did Ms. Shalsi make the payment of 300 thousand euros for real estate when from commercial activity with dubious data, not that she did not withdraw money for these purchases, but she helped the business with about 357 thousand euros …

On the other hand, we remind Mr. Shalsi, that articles 28 and 35/2 of law no. 9367, dated April 7, 2005 "On the prevention of conflict of interests in the exercise of public functions" as amended, cite as illegal the income generated by the exercise of private business by means of which the increase of wealth is declared by at least 300 thousand euros.

Meanwhile, he adds the number of assets, apartments and values ??in bank accounts, the proposer of the commission for taking over government control, the activity of SPAK and the Special Court, has a problem, personal and party...

The Democratic Party asks the law enforcement bodies to investigate the wealth of deputy Shalsi as well as his influence for the benefit of public money through his wife licensed for energy efficiency and her consultancy in state investments implemented through procedures in state institutions.

While KM Rama preaches to the Albanian believers that there will be no hell or heaven for all those who carry out informality with their businesses, it is good that he should start implementing these principles himself, together with Rama and his friends government….
