The socialist majority has proposed to cancel all unexecuted administrative measures, imposed from January 1, 2015 to November 30, 2024 in rural areas, regarding the administrative measures imposed by the Local Inspectorates of Territory Protection, the Central Inspectorate of Territory Protection , the National Food Authority and the State Health Inspectorate throughout the territory of the Republic of Albania.
But for the DP Parliamentary group this is an insufficient measure.
The DP Parliamentary Group has proposed that:
1- To cancel all administrative measures imposed according to article 52, point 1, letter "e", of law no. 107/2014, dated 31.07.2014 "On the planning and development of the territory", amended, in the part that provides for the punishment of a fine for carrying out works without a permit to meet housing needs, which was abolished as incompatible with the Constitution, by the decision no. 15/2022 of the Constitutional Court, from the date of entry into force of the law until the moment of its repeal by the Constitutional Court.
2- To cancel all arrears for electricity and water until November 30, 2024 for the needy, including pensioners, families with economic assistance and persons with disabilities.
3- To cancel all administrative measures along with late interest imposed until November 30, 2024 by the State Police and the Municipal Police, throughout the territory of the Republic of Albania.
4-To cancel all administrative measures together with late interest imposed until November 30, 2024 for non-compliance with deadlines in tax procedures and/or non-payment of property tax.
Also, the DP Parliamentary Group argues that within the principle of equality before the law all natural and legal persons who would be beneficiaries under the law if they had not carried out the execution of administrative measures before its entry into force, based on the sums paid are returned to the principle and the sums must be returned by the institutions charged with the implementation of this law by January 31, 2025.
The Parliamentary Group of the Democratic Party have always been against the arrogant and arbitrary approach of the socialist government to punish citizens and businesses with high fines or other administrative measures, before carrying out all efforts to inform, raise awareness and sensitize them on the resulting obligations from the law and sanctions in case of non-implementation of the law. However, the socialist government has continued to punish citizens with high fines and penalties, which in certain cases have resulted in very serious consequences for our citizens, who, unable to repay their obligations, have consumed actions that have ended up in prison or the most fatal have ended their lives./ CNA
