Honorable Researchers, Intellectuals, Activists of the National Issue,
Honorable Representatives of state institutions, central and local, here in the welcoming democratic state of Italy,
Honorable Representatives of the National Federation of Albanian Associations in Italy,

We are very honored to have been invited to this Conference, and we are also fraternally grateful to you for this organization, and where it is being held under the patronage of the National Federation of Albanian Associations in Italy, a Conference with the theme:
"Eastern Kosovo, yesterday, today and the challenges of the future", in close cooperation with the Association "VATRA SHQIPTARE" and with guests from Eastern Kosovo, "DIASPORA 2025", we have gathered in this conference, with participants from National and International Law, Leaders of Social Organizations, Personalities of Albanian Culture, Local Authorities and representatives from our Albanian space, and the diaspora everywhere, I will try through this communication, divided into 3 chapters divided into time periods, as follows:

“Kosova Lindore, DJE’’,në gjitha zhvillimet e rëndësishme historike për formimin e shtetit Shqitarë, nga kjo Krahinë është dhënë kontributi, që nga koha e Lidhjes Shqiptare të Prizrenit, Kongresin e Alfabetit në Manastirë, shpalljen e Pavarësisë,po ashtu shqiptarët pas luftës së dytë botërore, ishin pjesë e Jugosllavisë edhe me shqiptarët e Kosovës, shqiptarët në Meqedoninë e Veriut, Shqiptarë në Malë të Zi, dhe Shqiptarët në pjesë tjerë të hapsirës së Jugosllavisë të asaj kohe duke përfshi edhe Shqiptarët në Krahinën e Sanxhakut.
Me filimin e frymës demokratike në Evropën Lindore, ne shqipatarët, u organizuam dhe formuam subjektet Autoktone Politike, por edhe u kyqëm aktivist duke kontribuar në Këshillin Koordinuese të Partive Politike të Shqiptarëve në ish-Jugosllavi, pastaj mbajtëm dhe oraganizuar Referendumin e 1 e 2 marsit të vitit 1992,pastaj është kryengritja e armatosur dhe lufta e UÇPMB-ës, në mbrojtje të pragut, dinjitetit dhe identitetit, në këtë kohë kjo Krahinë që përfshin Preshevë, Medvegjë dhe Bujanoc. Për herë të parë në historinë e kësaj Krahine, ishte ngritur, në nivelin më të lartë të internacionalzimit të çështjes, sensiblizimit deri në instanca të BE-ë, Paktit ushtarak Veri-Atlantik ATO-s dhe mekanizma të OKB-ës.Megjithëkëtë Republika e Serbisë, nuk ka respektuar plotësisht detyrimet që rrjedhin nga e drejta ndërkombëtare dhe instrumentet ndërkombëtare për mbrojtjen e pakicave kombëtare, nuk ka zbatuar të gjitha marrëveshjet e nënshkruara me përfaqësuesit politikë të shqiptarëve të këtij Rajoni në vitet 2001, 2009, 2013 dhe 2022. BE-ja dhe institucionet e tij jo nuk kan kushtëzuar avancimin e procesit, kurse OSBE-ja, Këshilli i Evropës dhe partnerët transatlantikë nuk kan intensifikuar monitorimin dhe dialogun institucional, Zyra e Komisionerit të Lartë të OKB-së për të Drejtat e Njeriut nuk ka dërguar një mision monitorues në këtë Krahinë. Republika e Serbisë, nuk ka respektuar njohjen e diplomave, tekstet shkollore, nuk është duke garantuar përdorimin zyrtar i gjuhës shqipe dhe simboleve kombëtare shqiptare në përputhje me ligjin dhe standardet evropiane.Republika e Serbisë, nuk ka siguruar përfaqësim proporcional dhe të drejtë të shqiptarëve në institucionet shtetërore, dhe nuk ka ndërprerë çdo praktikë administrative që prodhon efekte të spastrimit etnik përmes mjeteve burokratike.

Eastern Kosovo, yesterday, today and the challenges of the future

"Eastern Kosovo-TODAY", faces and is faced with an ethnic cleansing-discrimination, removal, erasure of the addresses of Albanian citizens of Presevo, Medvedja, and Bujanovac, Serbia, is not implementing the Kon?ul Agreement, reached on May 20, 2001, official Belgrade, not that it has not respected the Kon?ul Agreement, but we have, as:
I. The presence of Serbian forces has increased in the Albanian settlements of Presevo, Medvedja, and Bujanovac, there are 48 MINIBASES in the Ground Security Zone, we have high militarization,
II. The amnesty of former UÇPMB soldiers has not been respected,
III. The Multiethnic Police has not been installed in proportion to the population, nor in the command hierarchy in the Multiethnic Police,

When we add to this and a language of hatred, racism and xenophobia is used, Serbia continues to violate, violate, deny, discriminate in representation in Local and Central institutions of the Republic of Serbia, in the Courts, Prosecutor's Office, Health, Tax Administration, there is discrimination also in culture, in information, in investments and economic development, discrimination also in the passivation of addresses - an ethnic cleansing. In all segments of the state we are represented disproportionately to the percentage of the population of these municipalities and the most underdeveloped and discriminated region in all of Europe. Albanians, in Serbia, live under conditions of classic occupation, we have been exposed to fear, hatred, militarization, under continuous tendencies for displacement, assimilation and ethnic cleansing.

Honorable participants in this Conference with the very significant topic "Eastern Kosovo, yesterday, today and the challenges of the future",
I will try in the 3rd chapter of this presentation to describe:

"Eastern Kosovo - CHALLENGES OF THE FUTURE", this Province faces various challenges, not easy ones, above all we continue and be and show ourselves by presenting ourselves as coordinated, harmonized, continuing to present our issue, each time very articulated and unified, with clear demands, always with Pristina and Official Tirana, they should build and adopt a position, but also advocate and lobby in the highest instances and mechanisms of the EU and the UN, since our Province does not have its political status resolved.\
After several reports from the EU, that Serbia does not have minority rights resolved, a Resolution was adopted, on July 8, 2022, by the European Parliament, which requires an investigation into the passivation of settlements for Albanians of Presheva, Medvedja and Bujanovac, on ethnic cleansing-discrimination. It is very hopeful that on December 2, 2025, American Congressman Keith SELF, in the Congressional Foreign Affairs Committee, Chairman of the Subcommittee on Europe, introduced the first Resolution in the history of the American Congress on the issue of our Province.

It is also to welcome the discussion on raising the issue of our Province, by Albanian President Bajram Begaj at the UN General Assembly, on September 24, 2025.

This Province, despite the plebiscite will expressed and manifested in the Referendum of March 1 and 2, 1992, and the armed uprising of the UÇPMB, which defended the threshold, dignity and identity of this Province, but also the achievement of the Konçul Agreement, rightly seeks a solution and should be raised, presented and debated by the USA, the EU, including the UN.

The lack of representation with reserved seats in the Serbian Parliament, the lack of access to university-level education, the failure to enforce that the Police Commander in these municipalities must be of Albanian nationality, i.e. the lack of proportional integration of Albanians into state structures, the failure to return the UÇPMB Martyrs' Memorial in Preševo, the failure to fully demilitarize this Province, the failure to compensate for the damages caused by armed conflicts, the failure to invest in the ongoing trends of displacement, assimilation and ethnic cleansing, these are the CHALLENGES OF THE FUTURE of this Province.

One of the many challenges of survival in preserving the substance, to protect the sacrifice and contribution of armed struggle as a challenge of the future, the rise to the highest level of internationalization.

At the end of the 3 chapters of this communication,
it would be in the interest of all participants of this conference, consisting of researchers, intellectuals, activists, representatives of state institutions, representatives of the National Federation of Albanian Associations in Italy, to jointly draft and prepare a RESOLUTION, from a common perspective, which will be sent to the Italian Parliament, the Parliament of Serbia, the Albanian Parliament, including the Prime Ministers, Presidents and relevant Ministries, but also to the European Council and the Commission on Human Rights, the European Parliament, up to the UN and the UN Commission on Human Rights.
This RESOLUTION, is based on the jurisdiction, acts and highest conventions of the EU, the UN, therefore it calls for support in the universal principles of human rights and European standards for the protection of national minorities in Article 14 of the European Convention on Human Rights (1953), in Article 27 of the International Covenant on Civil and Political Rights (1966), in the Helsinki Final Act (1975), in the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (1992), the Framework Convention of the Council of Europe for the Protection of National Minorities (1998),
All of us, always harmonized, continue to present ourselves before the entire public, and the international party, we must reflect, also in the plan, and the strategy and the unified platform, that this Province also belongs to Europe, and the Region of Preševo, Medvedja and Bujanovac is not just an internal issue for Serbia, because this province has not resolved its political status, and it requires a just solution.

The most underdeveloped and discriminated region in all of Europe, the main message is that we really need to be an articulate voice, we still need to continue to manifest political resistance, through peaceful means for individual and collective rights.

Tirana and official Prishtina, best protect the ALBANIAN SPIRIT precisely in this Province.
Even today's conference organized by the National Federation of Albanian Associations in Italy, is a contribution, only if we all engage without distinction, as the RENLANDERS did TODAY, we will sooner and surely achieve the goal of ensuring a brighter and safer future for Albanians everywhere.

Speech by Refik HASANI, Master of Science, from Bujanovac, presented to the attendees at the conference, on the topic: "Eastern Kosovo, yesterday, today and the challenges of the future", organized by the National Federation of Albanian Associations in LUGO DI RAVENNA, Italy, on December 21, 2025.

*The author is familiar with the circumstances in Presheva, Medve?a, and Bujanovac, contributed to roundtables, debates, and activities, is a distinguished activist in the service of resolving the legal cause of this Province, a very well-known activist in all Albanian ethnic spaces, who is actively involved in journalism, as well as studies and research, where he has shown commitment in forums, roundtables, and public appearances, and his continuous dedication has also organized dozens of public debates on the topic and issue related to this Province, has participated in many appearances, and in several organized scientific conferences. He is the author of dozens of researched observations.
