A green transition that requires a sustainable foundation
The energy transition is increasingly becoming the main axis of the
economic and environmental policies of the countries of Southeastern Europe. For Albania, which produces over
95% of its electricity from hydropower sources, this means not only continuing investments
in clean energy, but also building a sustainable and diversified system.
In this context, the country's gasification represents the link that guarantees security of supply and
the long-term stability of the energy sector. Natural gas, as the "fuel of transition", is not
an alternative to renewable energies, but a complement to them. It creates the technical and
commercial conditions for solar, wind and hydropower to function in harmony, without
jeopardizing the security of the system.
From water dependence to a balanced system
Albania’s current energy model relies almost entirely on hydropower, making it
one of the cleanest in Europe in terms of emissions. At the same time,
this high dependence on weather conditions has made the sector vulnerable to droughts and
seasonal fluctuations, often creating a need for high-cost energy imports.
In this context, natural gas appears as the element that can provide the missing flexibility.
Through gas-based thermal capacities, the system can compensate for temporary shortages
of renewable energy, reduce pressure on imports, and maintain economic
market stability. Such an approach ensures not only sustainable energy, but also a more
predictable price for consumers and industry.
Projects that are changing the country's energy map
Concrete steps towards gasification are already underway. The Trans Adriatic Pipeline (TAP) has
made Albania part of the Southern Gas Corridor, one of the most strategic projects for
European energy security. TAP creates a real basis for the further expansion of the network through the
Ionian–Adriatic Pipeline (IAP), which will connect the country with Montenegro, Bosnia and Herzegovina and
Croatia, enabling regional circulation and an integrated market.
Një tjetër projekt me rëndësi strategjike është ALKO-GAP, tubacioni që do të lidhë Shqipërinë
me Kosovën, duke forcuar sigurinë e furnizimit dhe duke rritur bashkëpunimin energjetik
ndërkufitar. Paralelisht, projekti i gazifikimit të qytetit të Korçës, i realizuar në bashkëpunim me
SOCAR dhe Albgaz, do të jetë shembulli i parë i aplikimit të gazit në nivel urban në Shqipëri,
duke krijuar një model që mund të përsëritet në qytetet e tjera.
Në bregdet, projekti Fier–Vlorë, së bashku me TEC-in e Vlorës dhe terminalin LNG në Vlorë, po
e pozicionon Shqipërinë si një nyje të re energjetike të Adriatikut, ku gazi shihet jo vetëm si
burim furnizimi, por edhe si infrastrukturë zhvillimi ekonomik dhe industrial.
Gazifikimi si mjet sigurie dhe diplomacie energjetike
Gazifikimi nuk është vetëm një projekt teknik, por një strategji gjeoekonomike që rrit peshën e
Shqipërisë në hartën energjetike të rajonit. Përmes përfshirjes në Korridorin Jugor dhe lidhjeve
me rrjetet europiane, vendi merr një rol aktiv në arkitekturën e re të sigurisë energjetike të
kontinentit.
Kjo dimension i jep Shqipërisë mundësinë të kthehet në një urë mes Kaspikut dhe Europës, duke
kontribuar në diversifikimin e furnizimeve dhe në uljen e varësisë nga burime të kufizuara.
Bashkëpunimi me Azerbajxhanin dhe partnerët e tjerë të rajonit krijon një bazë solide për
zhvillime të reja në infrastrukturë, tregti dhe investime energjetike.
Dimensioni rregullator dhe tregtar
Rruga drejt gazifikimit kërkon një kuadër të qartë rregullator dhe një treg funksional, që garanton
konkurrencë të ndershme, transparencë dhe tërheqje investitorësh. Shqipëria ka ndërmarrë hapa
të rëndësishëm në këtë drejtim me krijimin e Operatorit të Tregut të Energjisë Elektrike
(ALPEX), liberalizimin gradual të tregut dhe ndarjen funksionale të sektorit të shpërndarjes.
Në fushën e gazit, sfida mbetet zhvillimi i një rrjeti të brendshëm shpërndarës, që mundëson
akses për konsumatorët fundorë dhe krijon bazën për rritjen e konsumit industrial. Kjo kërkon
politika të qëndrueshme, plane investimi afatgjata dhe mbështetje nga instrumente
ndërkombëtare financiare si BB, BERZH, BE, AFD, etj.
Një tranzicion i zgjuar dhe i sigurt
If renewable energy represents the future, then gas represents the bridge to that
future. By combining the technical flexibility of gas with the great potential of clean energies
, Albania can achieve a balanced energy model, which guarantees independence, security
and economic development.
At the end of the day, the green transition is not just a matter of technology, but a
national project for sustainability. The gasification of Albania, supported by regional cooperation and integration with European infrastructure, is precisely the link that can make this
transition sustainable, safe and inclusive for all.
