Today I come with two sources that guide me: the Constitution that obligates me as a servant of the state, and the Scripture that shapes me as a man of faith. I cannot use either as a hammer; both seek to protect the dignity of every citizen.
What does (and does not) the draft law do? It has been said that this draft law has “hidden secrets” that lead to a path of no return. No. The text deals with gender equality in public life—equal pay for equal work, equal opportunities, equal respect—and clarifies its implementation in the public and private sectors according to EU standards. It does not affect the Family Code, civil status or marriage; it does not “invent new genders”; it does not impose convictions on conscience. Concepts such as “sexual orientation” or “gender identity” have been recognized in our legal corpus since 2010 (the law “On Protection from Discrimination”); this draft law only strengthens the implementation mechanisms in education, employment and services. It was drafted by Albanian institutions in dialogue with the Commissioner for Protection from Discrimination, the Ombudsman, the UN branch for women and other partners, and approximates 10 EU directives.
Because this is a law of justice, not of ideology.
In an Assembly, not in a tribunal of consciences, the state maintains social peace and fulfills the law with love. I say it bluntly: the law does not give precedence to my religious beliefs over yours; it guarantees that no one tramples on the dignity of another. This is also beautifully expressed by the biblical wisdom of Saint Paul: “there is no longer male and female; you are all one” (Galatians 3:28); therefore “submit to one another” (Ephesians 5:21), because “neither man nor woman has sole authority over the other” (1 Corinthians 7:4). The biblical architecture is complementarity without subordination: distinction that honors, not hierarchy that humiliates. This is honest from a constitutional point of view and responsible from a European point of view.
The results we have achieved as a society (not as rhetoric, but as official data):
– Qeveria qendrore: 8 nga 18 ministra janë gra (44%); zëvendësministre 53.3% gra.
– Parlamenti: 51 gra nga 140 (36.4%), një nga kuotat më të larta në Europë, mbi mesataren e BE-së.
– Këshillat bashkiakë: 42% gra; kryetare bashkish 13.1% (pas 2023).
– Administrata publike: gratë 61% e të punësuarve dhe 53% e pozicioneve drejtuese.
– Arsimi & Shëndetësia: 71% e mësuesve në arsimin bazë e të mesëm janë gra; në universitete 53.8% e stafit akademik; mjekët në sistemin publik 60.27% gra.
– Drejtësia: 58% e gjyqtarëve janë gra; prokurore 48% (totali), ndërsa në SPAK 30%.
– Tregu i punës: pjesëmarrja e grave 15–64 vjeç është rritur nga 48.8% (2013) në 69.3% (2024); Shqipëria është ngjitur në vendin e 23-të në botë për Hendekun Global të Barazisë Gjinore (WEF, 2024). Këto nuk janë kërcënime për familjen shqiptare; janë fitore të saj.
“Po familja tradicionale?”
Si bir i kësaj shoqërie, e çmoj familjen burrë-grua. Ky projektligj e ndihmon atë—me pagesë të barabartë, kundër diskriminimit dhe me rregulla të qarta zbatimi. Kundërshtarët realë të familjes nuk janë barazia dhe dinjiteti, por dhuna, varfëria, varësitë, mungesa e shërbimeve dhe emigracioni i detyruar. Në Maknor, kur sheh një gardh, nuk e shkul pa ditur pse është; por as s’e bën mur të pakalueshëm. Ne nuk po prishim gardhin e dallimeve, po heqim barrikadat e paragjykimeve që ua sekuestrojnë të drejtat më të dobëtëve.
Një fjalë për vëllezërit e mi ungjillorë.
Respektoj shqetësimet tuaja. Por Ungjilli nuk është kod ndalimesh për të tjerët; është thirrje për shërbesë tek të tjerët. Atë që Bibla na e kërkon si bindje personale, ligji civil s’e bën detyruese për ndërgjegjen e tjetrit. Prandaj mbështes që në sferën publike të mos ketë diskriminim, ndërsa në sferën e besimit të ruhet liria e ndërgjegjes.
Ky ligj nuk ka asnjë ndikim mbi “koncepte ideologjike në sistemin arsimor” përveç atyre që kemi prej dekadash; nuk prek kuptimin tradicional të familjes, si bashkim midis burrit dhe gruas; dhe, nuk prek lirinë e besimit, si një nga të drejtat themelore të njeriut në një shoqëri demokratike.
Ndërkohë, bashkohem me thirrjen e Vëllazërisë Ungjillore për kishat që “të luten për vendin, për drejtuesit e tij dhe për ruajtjen e vlerave themelore të familjes, jetës dhe besimit.”
Në pluralizëm muk mund ta reduktojmë besimin në identitet politik, apo ta shfaqim besimin si projekt dominimi. Besimi duhet të jetë fuqi reale, por e ushtruar butë, me respekt për lirinë dhe larminë; përmes bindjes dhe shembullit, jo me imponim. Vetëm atëherë besimi mund të rigjallërojë jetën shpirtërore pa e kthyer shtetin në instrument feje. Kjo qasje pranon kufijtë e pluralizmit dhe zgjedh bindjen, jo zbatimin përmes forcës.
Përputhja me BE-në dhe me ligjin tonë ekzistues.
This draft law does not invent new legal realities: it adds clarity and defines the roles — ministries, local units, media, private sector — to implement the principle of gender equality. The definitions of marriage in the Family Code and civil status registrations are not affected. The European dimension is essential: the document approximates 10 directives and implements the long-standing recommendations of CEDAW/GREVIO/EC.
Some have accused me of having a “party manifesto for the Bible.” Here is the Bible. The manifesto and the political program teach my party how to govern; the Bible teaches me how to love people. And the Bible says: “He who loves his neighbor does no harm to him. Therefore, love is the fulfillment of the law.”
My biblical faith teaches me that “he who loves his neighbor does no harm—love is the fulfillment of the law.” The law before us does no harm to anyone; on the contrary, it protects. It strengthens the family by increasing fairness in wages, opportunities, and respect, and gives Albania the European physiognomy we have chosen. For Albanian girls to be paid equally for the same work; for women to be decision-makers, not protocol decor; for children to grow up in schools where no one is humiliated and no one is forced to think like another—yes, I vote for gender equality.
I love my Albania of family covenant, where the man is not afraid of the greatness of the woman, and where the woman does not need to lower herself so that the man looks great. I want an Albania that welcomes without fear, because dignity is not a pie: when you divide it, it does not decrease - it increases without end.
Let our vote today be a clear yes for human dignity.
