I understand that it's "Japanese", but where are the sleeves?

In the 1980s, the fashion for sleeveless dresses came into being. As it was then, for a month most women wore sleeveless dresses.

On this occasion, Qamili - that's what we call him - went and said to the saleswoman:

-I want to give my wife a Japanese dress as a gift. And the saleswoman brings it to her.

-Where are the sleeves on this dress? - asked Qamili.

"Yes, it's Japanese, my friend," said the saleswoman.

-Yes, my friend, yes, I understand that it's Japanese, but where are the sleeves, I don't understand that?

I was reminded of this joke while listening to the discussions of the DP deputies:
