The Special Prosecution Office against Corruption and Organized Crime has conducted and continues to conduct in-depth investigations regarding several high-risk criminal offenses, committed in special cooperation in the form of a structured criminal group.

On October 2, in a mega-operation, a series of checks were carried out in Durrës and Shijak, where well-known names in the underworld from the Avdylaj and Rrumi groups of Shijak were arrested.

Investigations were conducted for:

-Premeditated murder committed for revenge, including illegal possession of firearms;

-Forgery of documents and active corruption of persons exercising public functions, committed more than once.

One of those arrested in this operation was the brother of the SP MP, Enea Kume.

CNA has obtained the SPAK investigative file from which it has uncovered communications between Enea Kume, nicknamed "Poci", and Aleksandër Laho, Rrumi of Shijak.

The communications have been uncovered in the investigations into the intentional murder of citizen Edmir Bregu alias Ilir Kuçi (Maloku) on 24.01.2021 in the city of Durrës.

On January 24, 2021, at 5:15 p.m., in neighborhood no. 16, Durrës, near the premises of citizen Fatmir Kazazi, unidentified persons traveling in a black Renault vehicle shot citizen Ilir Kuçi, alias Edmir Zenel Bregu, with an automatic firearm. As a result of the injuries sustained, this citizen died in hospital. At the scene of the incident, 54 model 56 firearm cartridges, caliber 7.62 mm, and one model 56 firearm projectile, caliber 7.62 mm, were found and seized as material evidence.

Regarding this fact, the Prosecution Office at the Court of First Instance of Durrës has registered criminal proceedings No. 141, dated 24.01.2021, for the criminal offenses of "Premeditated Murder", and "Unauthorized Possession, Production of Weapons, Explosive Weapons and Ammunition", offenses provided for by Articles 78/1 - 25 and 27871 of the Criminal Code.

From the entirety of the investigative actions carried out within the framework of proceeding No. 23572020, the organization of several citizens with the aim of carrying out the murder of citizen Edmir Bregu alias Ilir Kuçi has been documented.

The investigation has made it possible to identify the persons interested in carrying out the murder, the financiers, the persons engaged in the surveillance and localization of citizen Edmir Bregu, the persons engaged in carrying out the murder, the place where the executioner will be positioned before the murder. More specifically, the suspected persons and the role of each in the commission of the criminal offenses are as follows: Citizen Elidon Avdyli, identified as a user of SkyECC QICTJT, SkyECC 90DXEI and SkyECC SGL385 in the role of the orderer, financier and organizer of the murder of citizen Edmir Bregu.

Citizen Astrit Balliu, alias Astrit Avdyli (uncle Elidon Avdyli) user1 SkyBCC3EDVa0 in the role of the person who ordered the murder of Edmir Bregu.

Citizen Ermir Dedja identified as SkyECC user MG7G39 in the role of the executor and the person who coordinated the actions on the ground among the participants with the aim of killing citizen Edmir Bregu.

Citizen Alfred Doka, as an observer on the ground in order to locate the victim, and the victim's executioner Edmir Bregu.

Citizen Enea Kume, identified as a user of SkyECC 2ZEBASC and SkyECC GASJGK who served in the role of observer for the localization of the victim Edmir Bregu and was aware of the organization carried out by Elidon Avdyli for the murder of Edmir Bregu.

Citizen Aleksandër Laho, identified as SkyECC user L629B3, as a person who had knowledge of organizing the murder of citizen Edmir Bregu.

Investigations and communications

To document the above criminal fact, Sky CC communications sent by the French justice authorities were examined and analyzed, which resulted in the following:

On June 22, 2020, at 13:43:19, the user of PIN 2EBASC 1 identified as Enea Kume, contacted the user of PIN L629B3 identified as Aleksandër Laho, whom he asks for help after being declared wanted after the police found a scale with drug waste during a search of his apartment. This person also informed Rumi that he had hired a lawyer, Liliana Tankon.

On July 2, 2020, at 12:40, Elidon Avdyli, a user of SkyECC QICTIT, communicates with the user of Sky Ecc 2EBASC, identified as Enea Kume. The data stored on the SkyECC platform only shows the messages sent by Enea Kume, who writes: “What will happen when you come... You will take Albania to Pristina... But some work will come out of the blue... We who were not caught in the act of stealing our sister have fled... They are the ones who are caught in the act... But he has got a job and that's it... yyyy... Let's buy some weapons and stay in the mountains, brother... There is no other choice... I understand... We are all for the mountains... There is no other choice”.

This is just a part of the communications involving the brother of MP Loer Kume, Enea Kume, part of the criminal groups, who was arrested during the SPAK operation./ CNA
