Washington Post: "Secret Pact" to Not Launch Attacks Between Israel

Days before the protests in Iran began in late December, Israeli officials informed the Iranian leadership through Russia that they would not launch attacks on Iran unless Israel was attacked first. Iran responded through the Russian channel that it would not even launch a preemptive strike, according to diplomats and officials cited in a Washington Post report.

The Russian-brokered contacts between Israel and Iran are considered a highly unusual move given that the hostility between the two Middle Eastern states escalated into a deadly 12-day war only in June 2025.

However, as the report states, the contacts reflected Israel's desire to avoid being seen as escalating tensions with Iran at a time when it was preparing a major military campaign against Hezbollah in Lebanon.

However, Israeli assurances to Iran are at odds with Israel's public rhetoric late last year, when Israeli officials openly hinted at the possibility of carrying out new strikes on Iran to limit the country's "rapidly expanding" stockpile of ballistic missiles.

Although Iranian officials responded positively to Israel’s approach, they were wary of Israel’s intentions, two officials said. Iran believed that even if Israel’s assurances were sincere, they left open the possibility that the U.S. military would launch attacks on Iran, while Israel could focus solely on Hezbollah.

It is unclear at this time how the deadly protests in Iran in recent weeks have changed the intentions of both countries or whether they will continue to honor the agreement.

US President Donald Trump is considering strikes against Iranian regime targets in response to the crackdown on protests, and any attack could provoke Iranian retaliation against Israel, analysts said.
