Political tensions in France/ Proposals for a referendum on fiscal consolidation

French Prime Minister François Bayrou's proposal to hold a referendum on the country's fiscal consolidation, in order to prepare the state budget for 2026, has caused turmoil in French political life.

The opposition is against this proposal, made public in a newspaper interview by François Bayrou, while deputies close to President Macron welcomed it with concern. Circles close to the Elysee Palace reported that, since the referendum question is not known, it is not possible to take a position on its legal and political aspects.

Bayrou's proposal is not unrelated to the commitments that France has made to Brussels regarding its budget deficit, which from 5.4% of GDP, expected to be closed in 2025, must be reduced to 4.6% in 2026 and 3% in 2029. Bayrou's government has no parliamentary autonomy, and opposition parties show no inclination to join the government in implementing economically restrictive policies.

At the same time, they do not rule out the possibility of voting in favor of a motion of no confidence against the French prime minister. It is noteworthy that since 1958, 10 referendums have been held in France, however, none of them have addressed issues of domestic economic policy. /CNA
