UN report: Palestinian detainees faced torture and ill-treatment

The United Nations human rights office has published a report stating that Palestinians detained since the October 7 attacks have faced sleep deprivation, electric shocks, waterboarding and other torture and ill-treatment.

The report says Israel's prison service has held more than 9,400 "security detainees" as of the end of June, and some are being held incommunicado, without access to lawyers or without respect for their legal rights.

The summary of the report, which is based on interviews with former prisoners and other sources, condemns the large number of prisoners - including men, women, children, journalists and human rights defenders - and says that such practices raise concerns about arbitrary detention.

"The evidence collected by my office and other entities points to a series of horrific acts, such as, among others, water torture and the release of dogs on detainees. These acts are in flagrant violation of international human rights law and international humanitarian law," said the head of the UN Human Rights Office, Volker Turk, in a statement.

The report's findings could be used by prosecutors at the International Criminal Court who are investigating crimes committed in connection with the October 7 attacks and their aftermath, including Israel's military campaign in Gaza as it continues its war against Hamas, the group Palestinian declared a terrorist organization by the United States and the European Union. The report's authors said its contents have been shared with the Israeli government.

The war in Gaza erupted after a surprise attack by Hamas in southern Israel on October 7, when nearly 1,200 people were killed and another 250 kidnapped. Israel's retaliatory operation has destroyed entire neighborhoods in Gaza and displaced almost 80 percent of the population.
