
The Central Bank of Kosovo, the World Bank and the International Monetary Fund predict economic growth in Kosovo of up to 4 percent next year.
The forecast is more positive compared to 3.5 percent this year and the same last year.
The CBK says that it is attributed to expectations for increased consumption and investments, as well as price stabilization.
Economic experts and business representatives, on the other hand, warn that the forecast may not turn out to be correct, if there is a mass exodus of citizens after the liberalization of visas with European countries, from January 1, 2024.
In a written statement given to Radio Free Europe, the Department for Foreign Relations of the CBK says that the phenomenon of emigration has a potential impact on the labor market and, consequently, on all economic activity.
According to the CBK, the worsening of this trend with the free movement of citizens after January 2024, "would translate into an imbalance of the labor market and a weakening of the performance of businesses and general macroeconomic dynamics in the country".
But, they say in CBK, the pace of economic activity can also be affected by other factors, such as: ongoing geopolitical uncertainties, weaker external demand or the deterioration of trade conditions.
In the economic report for the Western Balkans of the World Bank, published on October 19, it is said that in Kosovo, although the forecasts for economic growth remain positive, the risks of slowdown are significant. They relate to the ongoing uncertainties from the war in Ukraine and the consequences it may cause to economic activity in Europe.
In a statement given to REL, the World Bank says that, during the year 2022, the labor market in Kosovo has been characterized by a contraction of the working-age population, "probably due to continuous migration".
But, according to them, Kosovo has great untapped labor force potential, considering the high rate of non-participation in the labor market, especially among women.
"Migration can put pressure on higher wages, and, at the same time, it can take more citizens out of the labor market," says the World Bank.
The International Monetary Fund did not respond to REL's request to comment on the forecasts for economic growth and the risks that may accompany them.
The expert on economic issues, Ismet Mulaj, who in the past also served as Minister of Trade and Industry in Kosovo, says that with the liberalization of visas, thousands of citizens can leave Kosovo.

“Largimi eventual masiv i qytetarëve të Kosovës pas liberalizmit të vizave, përveçse do të ndikojë në aktivitetin ekonomik të bizneseve, do ta ulë edhe konsumin në Kosovë. Të gjitha këto, pastaj, reflektohen në rritjen ekonomike”, thotë Mulaj për REL.

Me 1.7 milion banorë, Kosova ka një shkallë të papunësisë prej gati 12 për qind. Paga mesatare bruto është 520 euro, ndërsa minimalja sillet nga 130 deri në 170 euro.
Të dhënat e Agjencisë së Punësimit të Kosovës flasin për rënie të numrit të punëkërkuesve ndër vite: nga rreth 300 mijë punëkërkues të regjistruar në vitin 2013, numri i tyre ka rënë në rreth 29 mijë në prill të këtij viti.
Drejtori i Dhomës së Tregtisë dhe Industrisë në Prishtinë, Skënder Krasniqi, thotë se në tre vjetët e fundit punëtorët nga Kosova, me procedura më të lehtësuara, janë pajisur me leje pune dhe kanë ikur në vendet e BE-së.
Gjermania është një prej atyre që i ka lehtësuar procedurat e pajisjes me dokumente të të huajve. Vitin e kaluar, numri i vizave të punës të lëshuara nga Ambasada e Gjermanisë në Kosovë është rritur për 110 për qind, në krahasim me vitin paraprak. Krasniqi thotë se këto shifra do të rriten edhe më pas liberalizimit të vizave, edhe pse kjo lëvizje e lirë nuk nënkupton udhëtime për qëllime pune.
“Qytetarët do të kenë mundësi të shkojnë për vizitë në vendet e BE-së, por edhe të gjejnë një vend pune dhe më pas të pajisen me vizë pune”, thotë ai.
Mungesa e punëtorëve ndikon, pastaj, në rënie të aktivitetit ekonomik, thotë Krasniqi. Agjencia e Statistikave të Kosovës nuk ka ende të dhëna për vitin 2022 dhe për këtë vit, por ato të vitit 2021 tregojnë se nga Kosova janë larguar mbi 42 mijë banorë, për arsye të ndryshme - në mesin e tyre edhe punësimi.
Për më tepër, Kosova prej vitesh vuan nga deficiti i lartë tregtar, pasi shumicën e produkteve e importon nga vendet fqinje ose ato të BE-së.
Në vitin 2022, sipas të dhënave të ASK-së, Kosova ka eksportuar produkte në vlerë prej afër 1 miliard eurosh, ndërsa ka importuar produkte në vlerë mbi 5 miliardë euro.
Norma mesatare e inflacionit në vitin 2022 ka qenë gati 12 për qind, edhe pse trendi tash është në rënie. Sipas të dhënave të BQK-së, investimet e huaja në Kosovë, në vitin 2022, kanë kapur vlerën e mbi 750 milionë eurove - nga mbi 420 milionë euro sa kanë qenë në vitin 2021. Po sipas BQK-së, investimet më të mëdha bëhen në sektorin e patundshmërisë dhe ato vijnë kryesisht nga diaspora e Kosovës. Kosova, po ashtu, pranon një shumë të madhe remitencash: mbi 1.2 miliard euro vetëm vitin e kaluar.
