The decision of the Government of Kosovo to declare the "Civil Defense" and "Northern Brigade" terrorist organizations, Lista Serbe has assessed as "part of the plan of the regime of [Kosovo] Prime Minister Albin Kurti to continue with political terror in the north of Kosovo and the arrest of Serbs.

"The plans that emerge from this decision show that instead of expansion based on the calls of the entire international community and the entire Serbian people, Kurti is planning further escalation, repression and consolidation of the para-police and occupying power in the north of Kosovo", it was said in the announcement of Lista Serbe, the largest party of Serbs in Kosovo.

On June 29, the Government of Kosovo declared the "Civil Defense" and the "Northern Brigade" terrorist organizations, arguing that these organizations are behind the unrest in the north of Kosovo and that they pose a "serious and direct threat to the constitutional order and security in Kosovo." ". The Serbian List once again called on the NATO and European Union missions in Kosovo, KFOR and EULEX to immediately deploy their forces in the north of Kosovo in order to "prevent Kurti from carrying out his plan mischievous and endanger the peace".

The authorities in Kosovo have clarified that the decision to declare these two organizations as terrorists will not affect anyone who may have committed criminal offenses before this decision.

According to the law in Kosovo, when organizations are declared terrorist, their activity is immediately banned. Any further activity of theirs would carry serious legal consequences.

"Civil Defense" and "Northern Brigade" - organizations that operate in the north of the country, inhabited by a majority of Serbs - count hundreds of their members from the ranks of the Serbian community.

At the Government meeting, the Minister for Communities and Returns, Nenad Rashiq, voted against this decision. He argued that this executive decision is hasty.

Meanwhile, the United States has said that Kosovo has not coordinated with them for this decision, nor with other international partners.

"This decision should be coordinated with Kosovo's closest international partners, including those who have the primary responsibility to ensure stability. Since the end of the war in 1999, illegal structures, supported and financed by the state of Serbia, have been operating in Kosovo .

One of them is "Civil Defense", which was published in 2011.

"Civil Defense" in Serbia operates within the Ministry of Internal Affairs and its role is to react to emergency situations of danger, such as floods, earthquakes and the like.

Its extinction is foreseen in the agreement reached between Kosovo and Serbia in 2015, within the framework of the dialogue for the normalization of relations.

Meanwhile, in August 2022, graffiti appeared in the northern part of Kosovo with a log and the inscription "Northern Brigade" in Serbian.
