European security advisers gather in Kiev for Ukraine peace plan

European national security advisers arrived in Kiev on Saturday for a security forum and talks on efforts to end Russia's war in Ukraine. The meetings focused on a 20-point peace plan led by the United States, in cooperation with Ukraine and European allies.

According to the Ukrainian chief negotiator, Rustem Umerov, the discussions also included representatives from Canada and NATO, in addition to delegations from European countries and institutions. President Volodymyr Zelenskyy stated that progress had been made in three key areas: security guarantees, reconstruction and the creation of a basic framework for the country's long-term recovery. He added that further meetings were being prepared in the United States.

Umerov stressed that the agenda included security and economic issues, drafting framework documents, and coordinating next steps with international partners.

According to negotiator Oleksandr Bevz, the plans for security guarantees envisage Ukrainian forces as the first line of defense, European-led troops deployed in Ukraine, and security guarantees from the US.

On the economic front, Deputy Prime Minister Taras Kachka announced that international partners have agreed on a support package of around 682 billion euros over the next 10 years. The funds are intended to cover war damage, reconstruction, economic stability and boost growth, in line with reforms for Ukraine's integration into the EU. Economy Minister Oleksii Sobolev said that part of the financing will come from grants and concessional loans, with details expected to be finalized within two weeks.

Meanwhile, Zelenskyy announced changes to the cabinet and leadership structures: he offered Defense Minister Denys Shmyhal the post of Energy Minister and First Deputy Prime Minister, while appointing General Kyrylo Budanov, the head of military intelligence, as the new chief of staff, emphasizing a focus on security, defense, and diplomacy. /CNA
