Victory Day of Azerbaijan

Today, Azerbaijan celebrates Victory Day over the Second Karabakh War. It is the fourth anniversary of the Victory, which Azerbaijan achieved as a result of the Patriotic War, which ensured the end of the Armenian occupation of the internationally recognized territories of the Republic of Azerbaijan and the restoration of its territorial integrity.

The liberation of Karabakh, the ancient historical land of Azerbaijan, ended the territorial occupation, ethnic cleansing and deportations suffered by our people for almost 30 years and started a new era in the history of Azerbaijan.

As is known, the groundless territorial claims and aggressive policy born by the Republic of Armenia, which are not based on any historical and legal facts, caused 20% of the territories of the Republic of Azerbaijan to be occupied since the beginning of the 1990s.

About one million Azerbaijanis were driven from their ancestral homes due to the brutal ethnic cleansing being carried out in Armenia and the occupied territories of Azerbaijan.

Resolutions 822, 853, 874 and 884 of the UN Security Council adopted in 1993, Resolution 62/243 of the UN General Assembly adopted in 2008, as well as the acts of several other international organizations, affirmed the territorial integrity and sovereignty of the Republic of Azerbaijan, demanded the immediate and unconditional withdrawal of the Armenian armed forces from the occupied territories, and ensured the right of displaced persons to return to their homelands.

Unfortunately, due to the non-constructive and divisive position of Armenia, the efforts of the OSCE Minsk Group and other similar international organizations to resolve the conflict had not yielded any results.

Taking advantage of the indecision of international organizations, the Armenian side attacked the front lines of the Armed Forces of Azerbaijan in April 2016, as well as in July and August 2020, and fired on civilians with heavy artillery, rocket launchers, armored vehicles and small arms. The measures taken by the Republic of Azerbaijan, in response to these provocations, resulted in huge losses of manpower and military equipment in the Armenian armed forces. On September 27, 2020, after another provocation, the Republic of Azerbaijan exercised its right to self-defense, granted by the UN Charter, and launched a counteroffensive to force the aggressor to peace and end the occupation of Azerbaijani lands .

From the first days, under the leadership of Ilham Aliyev, the President of the Republic of Azerbaijan and the Supreme Commander-in-Chief of the Armed Forces, the Armed Forces of Azerbaijan severely defeated the Armenian armed forces. It took only 44 days before Armenia capitulated on November 8 and signed the corresponding Joint Declaration.

Armenia's non-compliance with this declaration forced Azerbaijan to take 23-hour local anti-terrorism measures in the fall of last year, which resulted in the full restoration of Azerbaijan's territorial integrity and sovereignty.

By effectively ensuring the implementation of documents from the UN and other international organizations on the conflict, Azerbaijan has achieved not only the restoration of its territorial integrity, but also created a new geopolitical reality in the South Caucasus.

A new era has begun in the life of Karabakh, the ancient and historical land of Azerbaijan - the era of restoration and construction.

Projects are being implemented for the restoration of settlements in the lands vandalized during the 30 years of occupation: infrastructural facilities are being erected, airports, roads, bridges, tunnels and other facilities are being built, electricity and water lines are being laid. Conditions have been created for IDPs to return to their homelands as soon as possible.

Azerbaijan is a unitary multinational state with a long tradition of tolerance, where representatives of all ethnic groups live in equality and mutual respect. This country is the common and indivisible homeland for all citizens of Azerbaijan.

Karabakh Armenians have the same rights and freedoms as other citizens of Azerbaijan, and granting them a special status cannot be the subject of any discussion.

 So, they are very welcome to return to Karabakh if ??they are willing to respect the Constitution of the Republic of Azerbaijan.

It is worth noting that the 250 thousand ethnic Azerbaijanis expelled from Armenia have not been offered similar conditions of return. Armenia considers their return home as a matter of internal security in the country.

The long-term conflict has ended, the historic opportunity to establish lasting peace and cooperation between the Republic of Azerbaijan and the Republic of Armenia and to ensure the peaceful coexistence of the peoples of both countries will be well utilized. The parties are in intensive peace talks and we hope for their conclusion as soon as possible.

Azerbaijan will continue to take all necessary measures to turn the region into a place of peace, stability and development.
