Mirlinda Karçanaj's property was seized by SPAK/ Suspicious

Part of the property seized by SPAK from Mirlinda Karçanaj is a Volkswagen vehicle, a 2016 Tiguan model with license plates AA527PF.  

The investigations conducted have revealed several consecutive purchase-sale transactions and a significant difference in price along the chain of ownership transfer.

According to investigative data, the vehicle was initially purchased on 11.11.2016 by the entity "Forensic Lab" sh.pk for the amount of 38,700 euros, a purchase documented with the relevant invoice.

Then, on 27.05.2017, the same vehicle was sold by "Forensic Lab" sh.pk to citizen Kozeta Leka for 10,000 euros.

Further, on 11.06.2017, citizen Kozeta Leka sold the vehicle to citizen Artan Babaramo for 9,000 euros.

The investigation results in the difference between the initial purchase price and the final sale price reaching 29,700 euros and that the citizen Kozeta Leka was employed by the entity "Soft & Solution" sh.pk.

"From the investigations carried out regarding the acquisition of ownership of this movable property, it has resulted that the vehicle with license plate AA527PF was purchased by citizen Artan Babaramo through contract no. 4303/1257 rep/kol dated 11.06.2017 with the seller citizen Kozeta Leka for a price of 9,000 EUR. The latter, with contract no. 3645/1179 rep/kol dated 27.05.2017, purchased it from the entity "FORENSIC Lab" shpk with nit L21906001L represented by citizen Erisa Malellari for a price of 10,000 euros. Furthermore, the entity "Forensic Lab" shpk purchased this vehicle with the contract dated 11.11.2016 from the entity "Porche Albania" shpk Nipt K51914014P for a price of 38 700 euros. This purchase is documented with invoice no. 1045 dated 11.11.2016.

"The investigation results in the fact that the citizen Kozeta Leka was employed by the entity "Soft & Solution" sh.pk. The difference between the initial purchase price of the vehicle and the price at which Artan Babaramo bought it is 29,700 euros," the file states.

In her statements, Kozeta Leka claimed that she had no active role in the purchase and use of the vehicle, stating that she did not use the vehicle and that she did not have full knowledge of the details of the contracts concluded in her name.

She also added that she does not know the final buyer and does not remember having personally participated in the signing of the notarial contract.

According to her, the process of purchasing and then selling the vehicle was managed by other people, Arjola Koromani and Erisa Malellarin, while she herself declared a lack of financial means and knowledge about the transaction.

When asked by citizen Kozeta Leka regarding the purchase and sale of this vehicle, she initially stated that:

"As I explained above, we discussed with citizens Arjola Koromani and Erisa Malellari to buy a car because we were going to create a company together and we would need a vehicle. I remember that this proposal was made by citizen Arjola Koromani and we even discussed that we would have a driver because I didn't even have a license at the time. I remember that I bought a car but I never used it or saw it. I didn't even know that I had bought the vehicle from Erisa Malellari because we had talked about the three of us buying the car. I didn't even pay for this vehicle because I didn't have enough money at the time to buy a car. I don't even know what vehicle was bought..."

Regarding the sale of the car to citizen Artan Babaramo, citizen Kozeta Leka declared that:

"I don't even remember going to the notary for this contract, nor do I know the citizen or the purchasing party, Artan Babaramo. As I recall, the contract must have been signed in the office, as I don't remember going to the notary with this citizen. I remember then, after I knew that a car had been purchased in my name, I told Erisa that I no longer wanted to have the vehicle registered in my name, and when the buyer was found, citizen Arjola Koromani was contacted and she told me that without any worries we would sell the vehicle. I didn't even remember the sale price, not only that, but I don't remember any element of the contract, and only now that you have made it available to me, can I see the sale value of the vehicle...", it is stated in the file provided by CNA.

Investigations into the case continue to clarify the full circumstances of the transfer of ownership and the role of each entity involved in the chain of transactions./ CNA
