An Albanian citizen, who works and lives in a European country, says that when he returned to his country, he found that his house had been damaged by the earthquake.

He received a permit for works in unit number 3, but exceeded the permit, so the IMT inspectors fined him and decided to suspend the works.

I am a resident of minimunicipality no. 3. I have been living in exile for 30 years. I came after the earthquake period. When I came, I found that our house was damaged by the earthquake. I turned to mini-municipality no. 3 to be provided with a construction permit regarding the repairs that had to be done in the building. I was forced to enter a job, for strengthening the columns of the building. With the employees of mini-municipality no. 3, they have given a permit as far as they can. Then I exceeded the construction permit, that is, which I got from the mini-municipality and requested some work to strengthen the columns. Understandably, out of fear of another earthquake. During the works, we had checks from IMT inspectors, who pointed out to us that "the works you are carrying out are not covered by the construction permit you received". In the further checks by the IMT inspectors, a fine and suspension of works is taken. Since then, I was forced to suspend the works and pay the fine I owe to the state. Since then, no other works have been carried out!

Then, when the citizen was not at home, 4 other inspectors went, who demanded 2 thousand euros. They told him that if he did not give the money, the works done so far would collapse.

Whistleblower: The IMT instructors are coming. On the first day, two people, two IMT inspectors, come and check all the documents we have for the house, starting from the property certificate, the legalizations, and the entire history of our property. They take pictures of them with their cell phones and leave. On the second day, my wife tells me that "four people came to the door", they were IMT inspectors, "and they want to contact you". Since I was not at home, I told the woman that "I gave my phone number so they can contact me by phone." And so it happened. We talked on the phone and made a meeting point. There we met with two IMT inspectors and not four. They also made it clear to me: "Once upon a time, you did some work", that is, it is said about the previous time, not the present time. He says: "We have complaints that you have carried out works", and I told him: "As we saw, as you also came, you did not find me working, so I have neither workers nor materials, nothing. I don't know where you saw that I was working". One of the inspectors says: "I don't want to know about the inspectors of that time, that is, the ones who came and took this fine measure for you." Today I am God here, you will also answer me". It came straight to the point that I owe these two inspectors 2,000 euros. He addressed me in a vulgar and very arrogant language: "You owe me. You will pay us 2,000 euros or we will write a report the next day, those works you have done will be destroyed". I directed you to the show "Stop" to help me with the situation I am in.

During the meeting with the inspectors, they talk about the amounts they will receive, checking their glasses several times, for fear of being caught on camera. At the next meeting, the inspectors receive 1,500 dollars, agreeing to another 500, after providing the citizen with the deed-statement of the decision on his house. At the second meeting, the inspector receives the remaining $500 from the pledge. The IMT inspector even provides him with a copy of the report, ordering him to keep it carefully, as he risks prison.
