The GJKKO has decided to leave in force security measures for the Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku, as well as for the two heads of state institutions, Gentian Gjylin and Erald Elezin.

The applicant, the Special Prosecution Office against Corruption and Organized Crime, on 21.11.2025, submitted to the Court the request with the subject matter: "Interrogation and verification of the conditions and criteria for the implementation of the personal security measure of a coercive and prohibitive nature, determined by decision No. 118, dated 19.11.2021 of the Special Court of First Instance for Corruption and Organized Crime, against the defendants Belinda Balluku, Gentian Gjyli and Erald Elezi".
2. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of Judge Erjon Çela, with decision no. 120, dated 22.11.2025, decided:
1. The continuation of the implementation of the coercive personal security measure "Prohibition of leaving the country" and the prohibitive personal security measure "Suspension of exercising a public duty or service", (as Deputy Prime Minister of the Republic of Albania and Minister of Infrastructure and Energy), provided for by articles 233 and 242 of the Code of Criminal Procedure, against the defendant Belinda Balluku, imposed by decision no. 118, dated 19.11.2025 of the Special Court of First Instance for Corruption and Organized Crime.
2. The continuation of the implementation of the coercive personal security measure "House arrest", provided for by Article 237 of the Code of Criminal Procedure, against the defendant Gentian Gjyli, determined by decision no. 118, dated 19.11.2025 of the Special Court of First Instance for Corruption and Organized Crime.
3. The continuation of the implementation of the coercive personal security measure "House arrest", provided for by Article 237 of the Code of Criminal Procedure, against the defendant Erald Elezi, determined by decision no. 118, dated 19.11.2025 of the Special Court of First Instance for Corruption and Organized Crime.
4. Clarification of the address of the implementation of the coercive personal security measure "House arrest" ordering the defendant Erald Elezi not to leave his apartment located in the city of **** with address: ****.
5. The Special Prosecution Office against Corruption and Organized Crime and the judicial police services are ordered to implement this decision. 6. An appeal may be filed against this decision at the Special Court of Appeal against Corruption and Organized Crime within 5 days from the notification of the court's decision. /CNA
