Draft resolution revealed/SP: Iran should be declared a state sponsor of

Majority MPs have submitted a draft resolution to the Albanian Parliament, which calls on the Parliament to declare Iran a state sponsor of terrorism and condemn destabilizing actions in various regions of the world.

The document emphasizes that Albania remains committed to the principles of the United Nations, international law and the protection of international peace and security. According to the draft resolution, terrorism in all its forms constitutes one of the most serious threats to democratic societies.

The draft resolution also refers to international reports and assessments that, according to it, have repeatedly documented the involvement of Iranian authorities in the financing, training and arming of non-state armed groups declared as terrorist organizations in several regions of the world.

 

The draft

For the declaration of the Islamic Republic of Iran as a State Sponsor of Terrorism and a State that uses terrorist means.

Parliament of Albania,

Whereas the Republic of Albania is strongly committed to the principles of the Charter of the United Nations, international law and the protection of international peace and security;

Whereas terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace, security and democratic societies;

Whereas credible reports and international assessments have repeatedly documented the involvement of the authorities of the Islamic Republic of Iran in financing, training, arming and directing non-state armed groups and organizations designated as terrorist entities in several regions;

Whereas the Islamic Republic of Iran, through its state institutions, including the Islamic Revolutionary Guard Corps (IRGC) and its affiliated structures, has supported and coordinated activities that destabilize countries in the Middle East and beyond;

Given that the Republic of Albania has itself been the subject of hostile actions in cyberspace, including the serious cyberattack on Albanian state institutions in 2022, attributed to structures linked to the Islamic Republic of Iran, as well as the recent attempts at cyberattacks on the systems of the Albanian Parliament;

Whereas acts of violence and aggression, including cyberattacks against state institutions, critical infrastructure and sovereign states, constitute violations of international law and may constitute forms of terrorism;

Whereas the systematic use of intimidation, proxy armed groups, and hybrid means to spread fear and destabilize is incompatible with the norms of peaceful international relations;

Given that the Republic of Albania, as a member of NATO and a candidate country for membership in the European Union, has at the foundation of its foreign and security policy the principles of democratic solidarity, the rule of law and the protection of international peace and stability;

Whereas the Albanian people and institutions remain committed to the fight against terrorism in all its forms and to holding accountable those who sponsor or commit acts of terror;

Parliament of Albania:

1. Condemns in the strongest terms the actions of the Government of the Islamic Republic of Iran that support, enable or carry out acts of terrorism, hybrid operations and destabilizing activities in various regions of the world and expresses full solidarity with the friendly countries of the Persian Gulf and with Turkey, which have been targeted by terrorist activity sponsored by the Government of the Islamic Republic of Iran.

 

2. Also condemns the cyberattacks carried out against the institutions of the Republic of Albania, including the 2022 attack on state infrastructure and recent attempts to interfere in the systems of the Parliament of Albania.

 

3. Declares the Islamic Republic of Iran as a State Sponsor of Terrorism and as a state that uses terrorist means in pursuit of its foreign policy objectives.

 

4. Condemns the activities of the Islamic Revolutionary Guard Corps (IRGC) and its affiliated entities for their role in supporting terrorist organizations, proxy armed forces, and destabilizing operations.

 

5. Calls on the Government of the Republic of Albania to:

– strengthen national and international measures to combat state-sponsored terrorism and cyber threats;

 

– to cooperate closely with allied and partner countries in preventing and combating the financing of terrorism and activities related to Iranian state structures;

 

– support initiatives in international organizations aimed at accountability for acts of terrorism, cyberattacks and violations of international law.

 

– immediately declare the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization,

 

– also declare Hezbollah a proxy terrorist organization of the Islamic Republic of Iran, joining the United States, Germany, the Netherlands and a number of EU member states as well as other countries, which have previously undertaken this designation.

6. Calls on democratic countries, international organizations and Albania's partners to consider coordinated measures against state-sponsored terrorism and to strengthen international cooperation in the fight against these threats.

 

7. Reaffirms Albania's unwavering commitment to international peace, democratic values ??and the protection of civilians from acts of terror.

 

8. Directs that this Resolution be forwarded to the Government of the Republic of Albania, allied governments, the United Nations, the European Union and other relevant international partners.
