On September 28, 2016, the Ministry of Environment sent the Ministry of Finance the request for the preliminary approval of the feasibility study for the Tirana incinerator concession.
Three weeks later, the Ministry of Finance replies that it cannot comment on this concessionary project as long as the conditions, criteria and documentation defined by the laws in force have not been met. Also, the Ministry of Finance brings to the attention of the Ministry of Environment that the costs of the project are planned to be covered within the annual budget approved by the Assembly.

During this time, the Concession Commission, set up by the Ministry of the Environment with members from this ministry, the Municipality of Tirana and the Concessions Agency, held its fourth and fifth meeting, where it decided to propose to the government that Integrated Energy BV The SPV was given a bonus of 8 percent of the points for the unsolicited proposal.
After the first rejection, on November 27, the Ministry of Environment again sends the request for approval to the Ministry of Finance together with the feasibility study and the draft concession contract.

Three days later, on November 30, the Ministry of Finance again rejects the approval. In the reply, the Ministry of Finance says that the Ministry of Environment has not clearly stated whether the municipalities of the Tirana district have foreseen the coverage of the fee in their mid-term budget. According to Finance, in relation to the bonus draft decision, on the one hand, it is determined that the Tirana incinerator concession will not have additional effects on the state budget because it is a private investment, while on the other hand, it is stated that the district municipalities will pay the deposit fee waste.
A week later, on December 7, the Council of Ministers approves the decision that gives the 8 percent bonus to the company Integrated Energy even though the Ministry of Finance did not approve the financing for this project.

After the approval of the bonus in the government, the Ministry of Finance is asked again to approve the financing of the project, but this time not from the Ministry of Environment, but from the Concession Commission. On December 27, 2016, the Commission held the minutes of the 7th meeting, where it decided to send the request for approval to the Ministry of Finance again, accompanied by the feasibility study and the draft concession contract.
Almost a month later, on January 23, 2017, the Ministry of Finance responded to the Ministry of Environment, requesting additional clarifications regarding the additional effects that this project would have on the state budget, the comparative analysis of why it was necessary with a concession and not to be built by the state, how the costs of expropriation would be covered, as well as clarifications on the investment return rate.
On February 1, 2017, the Ministry of Environment re-sent the request for approval to the Ministry of Finance for the fourth time.
Two weeks later, the Ministry of Finance responded to the Ministry of the Environment informing them that before announcing the concession awarding procedure, it should reflect the recommendations of the Ministry of Finance in the letter of January 23, 2017, regarding the effects on the budget. comparative analysis, etc.
On February 21, the Ministry of Environment re-sent the request for approval to the Ministry of Finance, reflecting in it additional materials according to the recommendations of Finance.

On March 2, the Ministry of Finance refuses approval for the fifth time, asking the Ministry of Environment to obtain approval from the Tirana region, as the project would financially affect all municipalities in the region.
Meanwhile, Alqi Blako had already sent the letter for approval to the municipality of Tirana on February 28. A month later, on March 27, the Mayor of Tirana responded to Alqi Bllakos' letter for approval, expressing his agreement in principle with the feasibility study.
A day later, on March 28, the Ministry of Environment sends for the sixth time the request to the Ministry of Finance for the final approval of the concession procedure.
On the 6th shot the dam broke. On April 6, the Ministry of Finance gave approval without comment, reminding the Ministry of Environment that the financier and main beneficiary of this project would be the Municipality of Tirana. Also, in the same letter, Arben Ahmetaj asks the Ministry of Environment to get approval from other local government units involved in this project regarding their bearing the financial risk of not fulfilling the amount of waste.

The above materials are taken from the first 11 pages of the file that SPAK took to the court for the sequestration of the Tirana incinerator. These 11 pages published a day ago by the CNA portal also show us the reason why SPAK has probably not been able to bring charges of abuse of office against the former Minister of Finance. Because according to SPAK itself, the Ministry of Finance blocked the Tirana incinerator concession for 6 months in a row, refusing to approve this project five times, even though the government had meanwhile approved the 8 percent points bonus.
