"Territorialja" descends on the Assembly/ What is expected to be

The Albanian Parliament meets today at 10:00, in plenary session. The agenda includes, among other things, the holding of an interpellation with the Minister of Justice, Mr. Besfort Lamallari, requested by MP Tedi Blushi.

The session will begin with the approval of the minutes of the previous session and announcements, while the deputies will then review a series of draft laws related mainly to the ratification of financing agreements with the European Union and neighboring countries, for cross-border cooperation programs for the period 2021–2027.

Also on the agenda are draft laws that provide for changes in the legislation on the control of narcotic and psychotropic substances, narcotic drugs, protection from discrimination, as well as a draft law on the prevention of conflicts of interest in the exercise of public functions.

The Assembly will also consider draft decisions on the establishment of a subcommittee on sustainable development and on changes in the composition of the Special Committee on Administrative-Territorial Reform. The session will close with discussions on issues outside the agenda.

In accordance with Article 7, point 6, and Article 27/1 of the Rules of Procedure of the Assembly, based on the calendar of the Assembly's work for the period January 19 - February 6, 2026, I ORDER:

The Assembly will meet in plenary session on 3.2.2026, at 10:00.

The agenda of the plenary session is as follows: 1. Approval of the minutes of the plenary session of 22.1.2026. 2. Announcements.

3. Interpellation with the Minister of Justice, Mr. Besfort Lamallari, requested by MP Tedi Blushi.

4. Draft law "On the ratification of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, France and the European Commission, for the cooperation program (Interreg VI-C) Interreg Europe 2021-2027".

5. Draft law "On the ratification of amending agreement no. 1, by exchange of letters, of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, the Republic of Kosovo, represented by the Office of the Prime Minister, and the European Commission for the Albania-Kosovo cross-border cooperation program, 2021-2027, ratified by law no. 12/2024".

6. Draft law "On the ratification of the revised amending agreement no. 1, by exchange of letters, of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, Montenegro and the European Commission for the IPA cross-border cooperation program Montenegro - Albania 2021–2027, ratified by law no. 9/2024".

7. Draft law "On the ratification of amending agreement no. 1, revised, by exchange of letters, of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, the Republic of North Macedonia, represented by the Secretariat for European Affairs, and the European Commission, for the IPA cross-border cooperation program North Macedonia - Albania, 2021 - 2027, ratified by law no. 71/2024"

8. Draft law "On some additions and amendments to law no. 8874, dated 29.3.2002, "On the control of substances used for the illegal manufacture of narcotic and psychotropic substances.

9. Draft law "On some additions to law no. 7975, dated 26.7.1995, "On narcotic drugs and psychotropic substances", as amended.

10. Draft law "On some additions and amendments to law no. 10 221, dated 4.2.2010, "On protection against discrimination".

11. Draft law "On the prevention of conflict of interest in the exercise of public functions".

12. Draft decision "On the establishment of the Subcommittee on Sustainable Development within the Standing Parliamentary Committee on Natural Resources, Infrastructure and Sustainable Development".

13. Draft decision "On amending decision no. 75, dated 27.10.2025 "On the establishment of the Special Commission for the Administrative-Territorial Reform in the Republic of Albania", as amended.

14. Discussions on matters outside the agenda.

III. The services of the Assembly are charged with publishing the agenda of the plenary session, notifying the members of the Assembly through electronic means of communication, and preparing the parliamentary documentation to be reviewed.
