On Wednesday, the Special Prosecutor's Office submitted the claim for the Dimal Municipality file, where 13 years of prison is requested for 3 former officials of the municipality and 2 private representatives.

The latter are suspected of abusing construction permits, demanding bribes in amounts ranging from 2,500 euros to 3,000 euros.

Claims for the accused:

1-Arben Guraj, in charge of the Services Sector, Ura Vajgurore municipality . SPAK demands 4 years in prison for abuse of office. With a shortened trial, the sentence is reduced to 2 years and 8 months in prison.
2-Altin Pali, Director of Urban Planning. The Special Prosecutor's Office requests 4 years in prison for the charges of "Abuse of duty", "Exercising illegal influence on persons exercising public functions", "Passive corruption of persons exercising public functions". With summary judgment, the sentence is reduced to 2 years.
3-Valentina Jançe, Head of Urban Planning!The Special Prosecutor's Office requests 4 years in prison for the charges: "Abuse of duty", "Exercising illegal influence on persons exercising public functions", "Passive corruption of persons exercising public functions". With summary judgment, the sentence is reduced to 2 years.

4-Vait Koshi, administrator of a commercial company. The Special Prosecutor's Office requests 18 months in prison for the charges of "Active corruption of persons exercising public functions". With a shortened trial, the sentence is reduced to 12 months.

5-Arjan Demiri, company engineer. The prosecution is asking for 1 year in prison for the charge of "Exercising Illegal Influence on persons exercising public functions". With a shortened trial, the sentence is reduced to 8 months

How did the former officials fall into the hands of the police?

This issue started in November 2020 from the report of a citizen with the initials PB

In the complaint, the citizen accuses the employees of the Municipality of Dimal of having damaged the business set up on a public property which he owned since the beginning of the 90s with the excuse that a flower garden would be built, but according to him, after the demolition, the property was transferred to a other citizen.

It is also stated in the report that another private facility has started to be built in that place, which is not a flower garden as it was announced.

The works for flower gardens by the Municipality did not aim to expand public spaces, but to favor the other person, with whom the complainant admits that there was an ownership conflict. After nearly 2 years of investigations on this issue, on Tuesday, February 14, SPAK issued 6 arrest warrants.

From the in-depth investigations SPAK, in addition to the case reported by the citizen PB, has discovered many other episodes of corruption committed by the officials of the Municipality of Dimal. Referring to sources from the anti-corruption structure, it is learned that these citizens are accused of allowing various citizens to carry out constructions and additions, mainly in the Dimal area, in exchange for monetary amounts ranging up to 2-3 thousand euros.
