Scandal at Trauma/ KLSH lists the violations: There are no refrigerators at the

The Supreme Council of the State has made public the audit report on the University Hospital of Trauma, Tirana.

KLSH has listed a series of violations committed by this institution.  

It turns out that the University Hospital of Trauma has no environment and is not equipped with a refrigerator-morgue to manage the bodies of patients who die in SUT.

In 2021, 90 patients died near this hospital.

"According to the report, SUT does not have a facility and is not equipped with a refrigerator-morgue to manage the bodies of patients who die in SUT.
In 2021, 90 patients lost their lives near this hospital. SUT has not created suitable facilities to exercise their legal activity the
responsible structures provided for in the legislation in force."

HLSH has recommended that:

"The Head of the Institution, in cooperation with the Ministry of Health and Justice and the Ministry of Justice, take measures and create suitable facilities according to the required standards to manage the bodies of patients who die in SUT."

Also, another violation mentioned in the KLSH report is that the Trauma Hospital has medical equipment that is out of order and dangerous for the health of patients and hospital staff.

"The inventory of medical equipment, from the audit, it turns out that in SUT there is a significant amount of medical equipment worth 38,731,930 ALL that are out of order and dangerous for the health of patients and hospital staff. None of the medical devices part of the SUT inventory are registered in the Clingo system of the National Center for Biomedical Engineering.

Titullarët e institucionit për periudhën objekt auditimi nuk kanë zbatuar dhe ndjekur politikat kombëtare për menaxhimin e pajisjeve mjekësore në Shqipëri, të cilat janë përcaktuar qartë në urdhrin e Ministrit të Shëndetësisë nr. 3272, datë 11.09.2007 “Politika Kombëtare për Menaxhimin e Pajisjeve Mjekësore në Shqipëri.”

Në raport jepet se është përgjegjësi e Drejtorit të spitalit për zhvillimin e procedurës për mënyrën e raportimit të ngjarjeve  të padëshirueshme dhe marrjen e sinjaleve të alarmit nga pajisjet mjekësore si dhe njohjen e personelit mjekësor me këto procedura.

KLSH ka rekomanduar që:

"SUT në bashkëpunim me Qendrën Kombëtare të Inxhinierisë Biomjekësore të bëj vlerësimin mbi gjendjen aktuale të funksionimit të pajisjeve mjekësore dhe mundësisë së vënies së tyre në funksion për pajisjet mjekësore që nuk punojnë dhe njëkohësisht nga ana e SUT të ndiqen procedurat ligjore në fuqi për asgjësimin e pajisjeve mjekësore që janë jashtë përdorimit."/ CNA
