From incinerators to Eco Park/ Këlliçi denounces files

Deputy Chairman and DP MP Belind Këlliçi stated that one of the prime minister's goals at the close of the last parliamentary session was to prevent the opposition from providing transparency on the work of justice institutions.

According to Këlliç, since 2019, $500 million has been paid with taxes and citizens' money to justice institutions, including the Prosecutor's Office, the Court, the Constitutional Court, the Supreme Court, the Supreme Court of Justice

Further, he listed all the files that have remained parked at SPAK, starting with the one on incinerators at Eco Park.

Incinerators

Këlliçi: I'm starting with the file that symbolizes Albanian corruption: Incinerators. The investigation began in 2020. The incinerators of Fier and Elbasan were closed without returning a single penny to the state budget. Instead of investments, only two rusty shacks remained, for which Albanians are still paying, while over 40 million euros were stolen.

But the scandal culminates in the Tirana Incinerator. In July of this year, SPAK announced the completion of the investigation. A full 6 years of investigation. SPAK itself states that until the company's seizure in 2023, 110 million euros were earned from the contract, while real investments were only 21 million euros. So 89 million euros are missing. Zero money seized. Zero. While SPAK's investigation continued for 6 years in a row, the money disappeared under the noses of prosecutors.

Is this the result, or the record of a robbery under investigation?

And meanwhile, this letter that I hold in my hand, with the signature of Prime Minister Edi Rama, for the 8% bonus given to this phantom company, was never investigated. The responsibility rested with Alqi and Lefteri, while the political firm remained untouchable. Meanwhile, look at this contract, honorable citizens, a contract with LLANAJ shpk. It is not about an apartment, but about 500 square meters of construction, worth at least 1 million euros. This was not seized either.

Look at this other contract from 2021. Klodian Zoto lends 280 thousand euros to the company WSI shpk.

A company that has billions of lek in turnover and is connected to the gambling market interests through ADRIA ENTERTAINMENT. Even today, this amount appears on the company's balance sheets.

Why wasn't this amount seized? Why was this financial relationship never investigated?

DURRES ECO PARK

Këlliçi: We continue to DURRES ECO PARK.

Under investigation for six years. The Democratic Party has submitted a full report, but it is still being investigated. And while SPAK is investigating, 19 million euros disappeared through a fictitious company in the name of Mirel Mërtiri's driver, with the company ARCON shpk.

To remind you how clear this mechanism is, the one that SPAK calls "intellectual corruption" and that has taken 6 years of investigation, I will focus on just one document.

Tirana Incinerator

Këlliçi: April 1, 2019. This is a Contract between the Tirana Incinerator Company, IEBV, and the Casanova Hernandez architecture studio. The payment is 225 thousand euros from the state budget for a project for ECO PARK DURRËS.

The question is elementary: how did these people know that this project would be done, when the government had not yet announced anything? Are these people fortune tellers?

The tender opens in October 2019. Then the infamous earthquake hits in November. Edi Rama declares a state of natural disaster, not because he feels sorry for the Albanians, some of whom are still sleeping in tents, but because a golden opportunity has been created for the next theft.

With letter no. 21920, dated December 2, 2019, Minister Anila Denaj cancels the tender just a few days before the announcement of the winner on the pretext that the funds would be used for the earthquake.

And just two weeks later, on December 16, with a decision signed by Edi Rama, the Inter-Ministerial Committee for Civil Emergencies decides that the project will be carried out, but this time with an accelerated procedure without a tender, precisely using the emergency as an excuse.

So the emergency, which was supposed to save citizens, was used to speed up procedures. These facts alone would have been enough for Edi Rama and his criminal organization to be behind bars facing justice.

Sterilization

Këlliçi: Let's move on to another affair: Sterilization. Five years of investigation. The balance? About 100 million euros in economic damage, several convictions, 3 years in prison, while the money... disappeared again. Here too, the scenario is repeated with almost mathematical precision. The money disappears while SPAK investigates. Is it a coincidence or a pattern? The same thing with Check UP, it has been investigated for 5 years, zero results. The Investigative Committee led by the Opposition also investigated the fictitious invoice scheme, but SPAK is still investigating. So there is no lack of evidence. What is missing is the result. While Albanians die at the doors of hospitals, where the oncology department has the consequences of a concentration camp in war.

Robbery of public property and agricultural land

Këlliçi: I am stopping at another wound that is eroding the country: the robbery of public property and agricultural land. Here too, there is a complete report filed by the Democratic Party. Here too, the facts are on the table. Here too, the investigations continue endlessly. Meanwhile, farmers' lands disappear from the map and appear in the projects of private companies. It could go on with endless files! The tigers, while SPAK investigates, the money has disappeared. The roads, SPAK investigates, the money disappears, Albanians lose their lives in them. The photovoltaic parks, SPAK investigates these fat men. So, honorable citizens, this is the balance./ CNA
