New draft law establishes new rules and increases central control over water

The Ministry of Infrastructure and Energy is expected to gain more control over the use of water resources, while the new draft law "On Water Resources", filed in the Parliament, establishes new rules for the distribution of water among sectors of the economy.

According to the impact assessment report, the draft law aims to move from a fragmented system to a centralized model, where decision-making on water use is consolidated at the central level. The ministry will have more direct powers in approving management plans and regulations that determine access to this resource.

One of the main pillars is management by water basins. For each basin, plans will be drawn up that clearly define use and priorities for sectors such as agriculture, hydropower production, drinking water supply, industry and tourism.

The report emphasizes that pressure on water resources is increasing from several directions simultaneously.

Agriculture remains the largest user through irrigation, while hydropower requires sustainable management of reserves for energy production. In parallel, the growth of tourism, especially in coastal areas, and the expansion of industrial activity are increasing the demand for water supply.

Faced with this multiple demand, the draft law establishes clearer rules for access and use, turning water into a resource managed with economic logic, where distribution is based on priorities and permits.

Another element is the strengthening of licensing and monitoring mechanisms, with the aim of reducing unauthorized use and increasing control over water resources.

The draft law also foresees the need for investments in water infrastructure, including irrigation systems, reservoir management and flood protection, as part of a more structured approach to this sector./Monitor
