New draft law on construction/ Internet cables in the air and on building

A new draft law in Albania that has been opened for public consultation proposes new changes to construction and reconstruction works.

Based on the new rule expected to be approved, internet cables in the air and on the facades of buildings will be prohibited elements.

The new draft law "Gigabit Infrastructure Act" is a proposal from the Ministry of Infrastructure and Energy, expected to replace the 2016 law, aims to align Albanian legislation with the new European Union Regulation (2024/1309), paving the way for a true digital revolution and 5G networks.

The "Gigabit Infrastructure Act" forces public and private operators, including those in roads, water, or energy, to share their physical infrastructure with telecommunications companies.

This type of coordination, where fiber optic pipes also pass through the same channel, will significantly reduce financial costs for companies, leading to cheaper internet tariffs, but will also avoid the phenomenon of opening and closing the same route multiple times.

This law is also a non-negotiable obligation within the framework of EU membership, more specifically Chapter 10: "Information Society and Media" ./CNA
