Visit to Texas and Florida/ Head of ILD meets with representatives of public

As part of his official visit to the United States of America, the High Inspector of Justice, Artur Metani, visited the state of Texas, during which he held a series of high-level institutional meetings with representatives of public institutions and justice system actors.

These meetings were organized with the support of Conroe County Council member Harry Hardman, as well as the Open Gov Hub Albania organization, in order to deepen inter-institutional dialogue and promote the exchange of experiences and best professional practices between the institution of the High Inspector of Justice and other public institutions in the United States of America.

In honor of the visit of the Chief Justice Inspector General to the state of Texas, the welcome was marked through a symbolic flag-raising ceremony for one day in Austin, at the Texas State Capitol, as an act of special protocol and institutional importance.

Following this, during an official ceremony organized with the presence of local authorities, as a sign of appreciation and mutual inter-institutional respect, the flag was presented to Metani on behalf of Will Metcalf, Member of the Texas House of Representatives, 16th District, by the Mayor of Conroe, Duke Coon.

Following the official agenda, the Chief Justice Inspector also visited the Bush School of Government and Public Service at Texas A&M University, where he was received by the Executive Associate Dean, Prof. Maria Escobar-Lemmon, and the Associate Dean, Prof. Robert R. Shandley.

During this meeting, issues related to academic programs and the essential role of continuous professional training in consolidating and developing the institutional capacities of the institution of the High Inspector of Justice were addressed in depth. In this context, the parties identified concrete areas of cooperation and discussed the building of a sustainable and long-term inter-institutional partnership between the university and the Office of the High Inspector of Justice, with the aim of promoting the exchange of academic programs, the transfer of knowledge and the implementation of specialized training for the staff of the Office of the High Inspector of Justice by the Bush School.

Inspektori i Lartë i Drejtësisë, Artur Metani u prit në Prokurorinë e Qarkut Montgomery nga Prokurori i Qarkut, Mike Holley. Gjatë këtij takimi, bashkëbiseduesit shkëmbyen në mënyrë të detajuar përvojat e tyre institucionale dhe praktikat më të mira profesionale, të cilat duhet të ndiqen në funksion të rritjes së pavarësisë, llogaridhënies, garantimit të integritetit institucional të prokurorëve dhe konsolidimit të mëtejshëm të parimeve të sundimit të ligjit në një shoqëri demokratike. Në përfundim të takimit, Prokurori Holley i dorëzoi Metani certifikatën e Zyrës së Prokurorit të Qarkut në nderim të vizitës, me këtë vlerësim:

“Puna juaj pasqyron parimet më të larta të integritetit, llogaridhënies dhe shërbimit publik, duke forcuar ndjekjen e drejtësisë si brenda kombit tuaj, ashtu edhe në të gjithë komunitetin global.”

Gjatë vizitës, Inspektori i Lartë i Drejtësisë zhvilloi një takim me gjyqtarin Jay Wright, të Gjykatës së 9-të të Apelit të Teksasit, në kuadër të shkëmbimit të përvojave mbi organizimin, funksionimin dhe standardet e praktikës gjyqësore.

Në kuadër të vizitës në Teksas, Inspektori i Lartë i Drejtësisë u ftua në Parkun Përkujtimor të Veteranëve të Qarkut Montgomery, ku u njoh nga afër me misionin, rolin dhe veprimtarinë e kësaj qendre, e cila i dedikohet nderimit të sakrificave të veteranëve të Shteteve të Bashkuara, ushtarakëve në detyrë aktive dhe reaguesve të parë nga të gjitha shtetet. Me këtë rast, atij iu dorëzua një certifikatë falënderimi për vizitën, si shprehje e mirënjohjes institucionale.

Në vijim të vizitës zyrtare në Shtetet e Bashkuara të Amerikës, Inspektori i Lartë i Drejtësisë zhvilloi gjithashtu një vizitë pune, edhe në shtetin e Floridës i shoqëruar nga organizatorja e vizitës, Dr. Judithanne Scourfield McLauchlan, Profesore e Asociuar e Shkencave Politike në Universitetin e Floridës Jugore, Shën Petersburg. Gjatë qëndrimit në Florida, Inspektori i Lartë i Drejtësisë zhvilloi një sërë takimesh me magjistratë dhe përfaqësues të botës akademike, me fokus të veçantë analizimin e modeleve të ndryshme të organizimit dhe funksionimit të sistemit të drejtësisë në Shtetet e Bashkuara të Amerikës dhe standardeve të integritetit institucional të magjistratëve. Në këtë kuadër, u realizuan takime me gjyqtaren magjistrate federale Natalie Hirt Adams të Gjykatës së Qarkut të Mesëm të Floridës, si dhe me gjyqtarët Pat Siracusa dhe Keith Meyer të Gjykatës së Qarkut të 6-të të Floridës, ku u shkëmbyen opinione dhe përvoja mbi mekanizmat e administrimit të drejtësisë, etikën gjyqësore, si dhe garancitë procedurale në funksion të forcimit të shtetit të së drejtës dhe sigurisë juridike.

Following this, the Senior Inspector of Justice also held a meeting with Dr. Thomas Smith, Interim Regional Chancellor and Vice President for Academic Affairs at the University of South Florida, St. Petersburg, during which issues related to inter-institutional cooperation, the development of joint academic and professional programs, as well as the creation of sustainable mechanisms for the exchange of expertise and institutional capacity building of the staff of the institution of the Senior Inspector of Justice were addressed.

These meetings constitute an important step towards deepening international cooperation and further advancing reforms in the justice system, aiming to consolidate the institutional standards of the ILD and align with international best practices. In this context, these engagements aim to increase public trust in the justice system and strengthen the institutional capacities of the Office of the High Inspector of Justice, in accordance with the principles of the rule of law and contemporary standards of democratic governance. /CNA
