Parliament announces the competition for the chairman of the Competition

The Albanian Parliament has announced the vacant position of member of the Competition Commission, who also holds the position of Chairman of the Competition Authority.

The announcement of the vacancy was made on the eve of the end of the mandate of the current member and chairman, Denar Biba.

The main criteria for candidates in the process are to be Albanian citizens, to have no less than 15 years of professional experience, and to have been a member of the university academic body for no less than 5 years or to hold a title or scientific degree in the field of economics or law, in the specialty "Civil/Administrative Law", as well as not to have been dismissed from work or from the civil service by disciplinary measure.

According to the law, the members of the Competition Commission are elected by the Assembly. One member is proposed by the President of the Republic, two members are proposed by the Council of Ministers, and two members are proposed by the Assembly.

The law provides that the members of the Commission are elected by majority vote, in the presence of more than half of all members of the Assembly of the Republic of Albania, for a period of 5 years. The Assembly also appoints the Chairman of the Commission.

The current chairman, Denar Biba, has served one term as a member of the Competition Commission and is legally eligible for re-election.

The Competition Authority is the institution that guarantees free and fair competition in the country, according to the provisions of the law "On the Protection of Competition".

The Competition Authority is currently investigating several important markets, such as the retail mobile services market, the life insurance market for loans, and the international maritime passenger transport market. Also, in December, this institution will open a preliminary investigation into the urban transport market in the Municipality of Kamëz.

Meanwhile, last year this institution carried out an in-depth investigation into the fruit and vegetable wholesale and collection market in the districts of Tirana, Elbasan, Berat, Fier and Korçë. At the end of the investigation, the Authority fined six enterprises in the fruit and vegetable wholesale and collection market for coordinated behavior in determining the prices of these products. The enterprises in question were fined in the amount of 0.15% of the turnover of the previous year.

Meanwhile, this institution closed its in-depth market investigation into the provision and access of internet services to three residential property management companies. The Competition Commission concluded that the investigation did not prove abuse of dominant position by the investigated companies.

According to the information so far, in 2025 the Competition Authority made a total of 91 decisions. Most of them were related to the assessment of concentrations or acquisitions of enterprises./ Monitor.al
