Dear senior representatives and employees of the State Police, I address you publicly after receiving this high task 30 days ago and an intensive work, together with the leadership team of the Ministry of the Interior, to mark the new segment of our road towards Albania 2030.

I come from your ranks, where after higher studies in Turkey and Germany, I joined at a very young age and had the opportunity to work and learn from the best of your team.
I have followed the growth of this troupe, its difficulties and challenges, from the inside, in various positions, and then from the outside, as a loyal benefactor who has always had a part of my heart and mind among you.

In the 22 years since I myself first donned the heavy uniform of a law enforcement and public safety officer with unforgettable excitement, I have seen this troop on very bad days and on much better days. my beginnings. I believe that I am a sufficiently objective witness to say today that the progress of the last decade is remarkable, if we consider the critical point where the State Police had reached and the depressing feeling of abandonment experienced in our ranks until 10 years ago.

Referimi tek pikënisja e transformimit historik të Policisë së Shtetit në dekadën e fundit, nuk na duhet për të kërkuar lëvdata, por është i nevojshëm për të kuptuar se asnjë objektiv, sado ambicioz, nuk është i pamundur për ne.

Ambicia jonë për Policinë e Shtetit 2030, si një trupë e denjë e Bashkimit Europian është një ambicie e mbështetur në potencialin konkret që kemi për ta ngritur Policinë në një nivel të ri, duke konsoliduar më tej tendencën në rënie të kriminalitetit dhe rritur më shpejt cilësinë e shërbimit policor në çdo aspekt. Dua të përgëzoj sinqerisht punën e deritanishme të drejtuesve të Policisë së Shtetit, me në krye dikur eprorin dhe sot mikun tim, Drejtorin e Përgjithshëm, Muhamet Rrumbullaku. Mirënjohje për të dhe për të gjithë ata që e sollën stafetën deri këtu me profesionalizëm dhe përkushtim ndaj uniformës, duke e thelluar më tej transformimin e Policisë së Shtetit.

Sot, është dita për ta kaluar stafetën tek një tjetër gjeneratë drejtuesish, të cilët falë punës kolosale të bërë deri këtu, nuk do ta fillojnë rrugën e tyre nga gremina e vitit 2013, por nga një lartësi e arritur me mundin e me kohën e një dekade dhe nuk do të kenë asnjë justifikim për të mos e ngjitur Policinë e Shtetit në rangun e trupave më të mira të Bashkimit Europian. Kam bindjen se ata që do të dorëzojnë stafetën udhëheqëse të kësaj trupe, që nga Drejtori i Përgjithshëm dhe të gjithë të tjerët, nuk do ta kursejnë dijen dhe përvojën e jashtëzakonshme të fituar në gjithë këto vite në vijën e parë, për të mbështetur ngjitjen e mëtejshme të trupës së policisë drejt majës së Shqipërisë 2030.

Unë u thirra në këtë detyrë nga Kryeministri Rama pa e menduar ndonjëherë se mund të isha një ditë Ministri i Brendshëm i Republikës së Shqipërisë. Vënia e dorës mbi Kushtetutë kur bëra betimin përpara Presidentit Begaj ishte momenti më emocionues i jetës time profesionale.
