The National Chamber of Private Bailiffs has issued a public letter regarding credit fraud.

The Chamber of Private Bailiffs declares that since 2015 it has continuously denounced fraud.

In the letter, it is said that he has written several times to the institutions and the Bank of Albania, but he has never received an answer to the concern.

The Chamber of Private Bailiffs declares that the state remained silent throughout its hierarchical chain, together with the Bank of Albania.

According to her, the injustice towards citizens came precisely because of silence.

THE SILENCE THAT BRINGED INJUSTICES

The Chamber of Enforcement did not cease from 2015 onwards to denounce the phenomenon of "Credit Fraud", but the state in its entire hierarchical chain together with the Bank of Albania - SHUT UP!

This is the fifth open letter, in the fifth consecutive year, that we run as a public call.

In December 2020, we publicly denounced "Extortion through credit" calling on the Prime Minister to activate all state instruments to protect the interests of thousands of citizens who had fallen prey to financial fraud. We called on the Minister of Justice to take concrete actions and not to "sleep" while thousands of deceived citizens were waiting for a solution to their problem with the eyes of the Ministry of Justice.

On the same day, we called on the prosecutor's office, which, in addition to thoroughly uncovering this public fraud, should take effective actions without delay to stop the financial masquerade that was going on intensively, even though it was being investigated and even though it was a time of pandemic.  

TRIPLE CALL DID NOT RECEIVE AN ANSWER!

In August 2021, we addressed another public call to the responsible state institutions, that they react immediately and take measures to protect Albanian citizens from the fraud scheme, which was creating serious social consequences.

NO ANSWER!

On February 14, 2022, we called louder when we sent the communique entitled "The fate of thousands of Albanians locked in mailbox no. 7469 - Public charge for allowing public fraud".

With this public appeal, we "shouted" why this fraud scheme was not being stopped by anyone, despite media exposure, denunciations or painful stories of hundreds of citizens, as the fraud was turning into a "boomerang" for the entire banking system in the country.

We called on the banks to immediately release the accounts of thousands of defrauded citizens and publicly accused the Governor of the Bank of Albania of licensing without any legal criteria some non-bank financial institutions and of the total lack of supervision of their activity, in particular of Micro Credit Albania which had caused serious consequences for thousands of Albanian families and citizens.

We demanded that the Prime Minister and the Minister of Justice, the Prosecutor's Office and the State Police take immediate measures and stop without a single day of delay the serious social consequences that the phenomenon of debt collection through fraud and blackmail was causing.

STATE SILENCE AGAIN – NO ANSWER! EVEN THE PUBLIC FRAUD IN THE NEXT TWO YEARS WOULD MULTIPLY.

On November 14, 2023, we addressed the media and institutions again with the communiqué "Stop Fraudulent Auctions".

This communique was accompanied by a full evidence record. Thousands of fictitious auctions were displayed on the stands of 61 municipalities of the country. The fraud scheme had worked perfectly, without being hindered by anyone: the victims of the "Loan Fraud" were being robbed of their properties!

We demanded that the Prime Minister, the Minister of Justice and the State Prosecutor's Office take urgent measures and stop without a single day's delay this massive fraud with citizens' properties.

STATE SILENCE WAS THE NEXT RESPONSE TO OUR PUBLIC REACTION!

The state was silent! Institutions turned a blind eye, while citizens were robbed of their dignity, property, and in one case their lives. Pal Trashaj didn't sacrifice himself for the properties that are still seized today, but for his trampled dignity, by the state that was silent, that ignored him, didn't listen to him.

Injustice not only poisoned Paul, but the whole society.

A few days ago, the Prosecutor's Office of Tirana transferred the investigation to SPAK. He considered the public fraudsters a structured criminal group that operated for nine years. So the fraud flourished in the darkness of state indifference for nine years without anyone stopping it, until the truth came to light and justice was forced to act beyond any unreasonable delay, because we did not keep silent! 

Every letter issued by the Executive Chamber is not just a document – ??it is evidence of the unjust silence of the institutions. If counted one by one, these letters could turn into criminal charges for many officials who, knowingly, chose to remain silent in the face of the injustices and fraud that was happening to citizens for nine years.

From today, we will start publishing them and we will not stop until every ignored injustice is answered. (Letter to the prosecution - December 4, 2024)

Through this public letter, we call on the state authorities to give up finding "legal" and "regulatory" alibi and face the responsibilities. It is not the enforcement law, nor the banking regulations that caused the mass financial crime. Their silence and indifference, yes.    

We call on the Prime Minister to find the time, not only for the next podcast, but also to ask and understand what really happened with the microcredit phenomenon in Albania. How did it happen that, with one click from the "Tower" of the digital Cadastre - millions of euros of property were seized, many were alienated and thousands of Albanian citizens became victims of the fraud of a criminal organization - that found collaborators inside the state?

We call on the Minister of Justice to find the time, apart from the films with Blerim Destan, to see what is happening with the Albanian enforcement service, why it is being destroyed like in no other country in the region and Europe. Why from a success story in 2013 private enforcement is turning into a story of failure and bankruptcy after ten years?

We call on the Governor of the Bank of Albania not to point the finger at the enforcement for the scandal, but the microcredit bankers that were created in the BSH laboratory. In no country in the world, bankers are not created by regulation, but by law. The opposite happened in Albania, where two "microbanks" brought a "megadamage" that cannot be calculated either by you or by the several-year investigation.

We also call on those who in recent months found the courage to label us all as a "gang" to shut up from today. It cannot be a whole organization, a "gang" because some choose to become thugs. Be it a political, media or legal professional organization. Not all notaries, lawyers, experts, politicians, judges and journalists can be thugs because some people appear like that.

We call on the microfinance bankers who are being investigated, together with the bailiffs who in an instant forgot their oath and sold their soul more than their stamp, not to remain silent - but to tell the truth of all these 9 years before the justice bodies . The truth of this multi-year history of fraud along with its real "Shareholders".

Your truth would help to restore the ruined image of an army of bailiffs, lawyers, notaries and honest experts, but more would relieve thousands of robbed Albanians, who today wander the streets, disoriented and hopeless.

We will not remain silent in the face of the injustices that are burdening the citizens and undermining the justice and execution system in Albania. Every day, every week, every month, we will speak and invite the media to listen to us and cooperate.
