Applications for soft loans for the public administration, for the year 2023, are opened, which are available for the first time online, through the e-Albania portal. 300 applicants will benefit from this relief measure, selected according to a predetermined scoring system, among three categories of administration employees: doctors of the public health system, employees of the State Police and soldiers of the Armed Forces. The time for making applications lasts 30 days.

With e-Albania, this year's applications will be fast, without queues and walking, while a new, safe and simple communication will be established, starting from sending the request, with the uploading of only one document depending of owning or not owning a real estate, accepting the application and finally returning the answer electronically to the citizens. The other novelty of this type of application is that the system itself provides preliminary information on the type and area of ??the apartment that an applicant employee can benefit from, in case he is announced among the winning quotas.

The conditions to be part of the beneficial scheme have already been clarified by the Ministry of Finance and Economy, starting from the necessity of being employed in the public administration, the lack of an apartment, staying in houses damaged by the earthquake or living in small apartments with a large number of members. Excluded from the application are employees who have a residence in the process of registration and legalization in their name and in the name of their family members according to the family certificate, as well as of their cohabitants, who live in a house with normal living space, which they have in their name and in the name of their family members. according to the family certificate, as well as the cohabitant's immovable and movable property in ownership, worth more than half of the amount of the corresponding value of the apartment they want to get a loan. How does the application procedure work and what are the electronic documents needed?

This year's innovation is the online application with only one document, on the e-Albania portal, which allows interested citizens a quick and easy application, with a procedure that ends in a few minutes.

After the applicants make sure that they are part of the beneficiary group and are identified in the CITIZEN category in the e-Albania portal, they must choose among 1231 electronic services, the one entitled "Application for the treatment of employees in the public administration with an easy loan for the purchase of an apartment " https://e-albania.al/eAlbaniaServices/UseService.aspx?service_code=15809

Unlike previous years, when it was necessary to collect documents and deposit them physically, with e-Albania today the procedure has been significantly simplified, since everything is done online following the appropriate steps, clearly described in the electronic service.

Before starting the application, interested citizens must complete the electronic form and upload only one document, depending on the case.
So, an applicant who owns a property himself, or members of his family, including the cohabiting person, must upload ONLY the copy of the ownership certificate for the apartment, along with its revaluation. (If you don't have the document yet, you can get it by using the "Application for issuance of property certificate" service.)

However, if this is not the case and the applicant and his family do not own any property, ONLY the negative certification from the State Cadastre Agency should be uploaded to the electronic form. To withdraw this document electronically, e-Albania comes to your aid again with the "Application for issuance of certificates (negative/positive for the entire territory)" service.

By interacting with the electronic vehicle registers, it is possible to display in the form the vehicle or vehicles that the applicants or family members have in their possession, another necessary data in the quotation and the final ranking of the winners.

The answer to the approval or rejection of the application will arrive to the applicant in the section "My messages" in his profile on the e-Albania portal. In case of approval, the applicant is notified electronically regarding the instructions for following other procedures.

Quotas of 300 beneficiaries of the soft housing loan will be divided equally between medical, police and military personnel as a support scheme for all those personnel in need of essential and safe accommodation.
