The Head of SPAK, Altin Dumani, was part of the roundtable discussion on the topic "Assessment of the Institutional Architecture in Function of the Performance and Integrity of the Special Prosecution: Guarantees for Independence and Accountability Mechanisms".

During his speech, the head of SPAK said that there is a need for improvement in terms of reports.

Dumani underlined that in terms of accountability, special prosecutors are accountable to the ILD.

He also emphasized the good reporting of SPAK with the KLP.

The head of SPAK, Altin Dumani, stated that all recommendations from the Parliament and the Council of Ministers have been fulfilled.

Among other things, he underlined that SPAK will continue to cooperate closely with institutions such as ILD or KLP.

"There is a need for improvement and we have reflected this by improving the content of reports to the KLP and the Assembly. We are open to welcoming ideas on how we can improve reporting. The legal provisions are clear. We try to adhere to them.

Regarding accountability, I will mention the report with the ILD. The ILD has exercised control over the Special Prosecution Office.

We have improved the remarks. Also, to my knowledge, the Special Prosecutors have been handled by the ILD, the prosecutors are accountable to the ILD.

As for the KLP, we have a good relationship, it has been an institution in support of SPAK, we have communicated as much as the KLP and SPAK have the competence. As for the recommendations, we have tried to address every complaint, if we look at the reports, in the report you will find an explanation of how the recommendations of the Assembly or the Council of Ministers have been fulfilled.

Before the report for the institution is finalized, we have communication between the institutions and the recommendations have been related to the sphere I lead, we are ready to reflect.

Our reports also contain information on the non-initiation of proceedings and their appeal to the court.

There is no gap, we need to be more transparent in the annual report, to include more data and arguments for not initiating criminal proceedings.
