SPAK investigations for the Tirana incinerator/ Persons accused of the affair

The incinerator of Tirana is one of the hot files for which SPAK is following the investigations as many people are in handcuffs and others are being investigated and searched.

Tirana's incinerator was seized by SPAK in the summer of 2023, after it turned out that the company which won the concession for the construction of the incinerator worth 128 million Euros, is owned by businessmen Mirel Mërtiri and Klodian Zoto.

Both of the latter, announced in the international search for the incinerator of Fier and Elbasan.

A few months ago, in December 2023, SPAK issued 15 security measures.

Specifically, 'imprisonment' has been set for:

1- Lefter Koka, former Minister of the Environment,- Accused of 'Abuse of duty' The measure was communicated to him in prison

2- Alqi Blako, former General Secretary in the Ministry of Environment, - Accused of 'Passive corruption of high state officials or local elected officials' The measure was communicated to him in prison

3- Mirel Mërtiri, the owner of Albteckenergy - Wanted - Accused of 'Fraud' and 'Cleaning the proceeds of a criminal offense or criminal activity'

4- Klodian Zoto, administrator of the concession company, - Wanted - Accused of 'Fraud'

5- Erjon Murataj, member of the Procurement Commission for the Tirana Incinerator, - Wanted - Accused of 'Abuse of duty'

6- Bledar Karoli , former official of the Ministry of Energy, arrested - Accused of 'Abuse of duty'

7- Taulant Tusha , director of Infrastructure in the Municipality of Tirana, surrendered - Accused of 'Abuse of duty'

8- Namik Simixhiu, former member of the Incinerator Procurement Commission of Tirana, arrested - Accused of 'Abuse of duty'

9- Jetmir Llapaj , employee of the National Business Center, arrested - Accused of 'Abuse of duty'

The measure 'House Arrest' has been communicated to him:

10- Pëllumb Abeshi, the former official of the Ministry of Environment, is accused of 'Abuse of duty', the measure was appealed by the Special Appeal, returning to prison. Abeshi was released on Friday, July 12, after the end of the detention period.

11- Alba Thoma, former Legal Director of the Ministry of Environment, - Accused of 'Abuse of duty'

12- Valbona Ballgjini, member of the Commission for granting the concession, - Accused of 'Abuse of duty'

13- Sidita Temali, member of the concession awarding commission, - Accused of 'Abuse of duty'

14- Etleva Kondi, member of the concession awarding commission, - Accused of 'Abuse of duty'

15- Silena Tola, employee of the National Business Center, - Accused of 'Misuse of duty'.

Today, the Court at the request of the prosecutor of SPAK, Dritan Prençi, has granted dozens of security measures for the journalist Endrit Habilaj, one of the main people of Mirel Mërtiri, Denisa Tollkuçin, Dashamir Ymerajn, Ilir Dedjan, Renardo Nallbani, the administrator Giuseppe Ciaffaglione and two foreign citizens .

We remind you that Giuseppe Ciaffaglione and Arjola Kodra, in the capacity of shareholder and administrator of the concession company "Integrated Energy BV SPV", are under investigation and wanted by SPAK.

Erion Veliaj is also under investigation. CNA previously reported that Veliaj and his family members are under financial investigation. SPAK has not yet closed the investigations for the Tirana incinerator, for which other measures are expected in the future.

The investigations have been extended by three months due to the voluminous file that contains allegations about the corrupt scheme of the Tirana incinerator, the affair that robbed hundreds of millions of euros from the taxes of poor Albanians.
