The Spokesperson of Anti-Corruption at the DP, Genta Vangjeli, has denounced the violations and abuses of public money in the Municipality of Korça.

The statement states that the firm, excluded from APP, has received 4 tenders from Korçë Municipality.

The Korsel firm misinformed and submitted false data for the purpose of qualifying for tenders

According to Vangjeli, it is not only Korsel's appetite to win tenders, but also the institutional cooperation to allow it, which has led to this quadruple violation.

Questions are also raised as to whether Prime Minister Rama and Mayor Korça will react.

The Anti-Corruption Task Force in the Democratic Party begins today with denunciations of all cases of violations and abuses of public money that we detect or signals that come to us from abroad.

Today we will bring to your attention decision no. 5, dt. January 27, 2022, of the Public Procurement Authority, which has excluded the operator "Korsel" sh.pk from participating in public procurements until June 27, 2023, i.e. for a period of 1 year. The reason has to do with the fact that the Korsel firm misinformed and submitted false data in order to qualify for tenders.

The fact that it was excluded from the PPA did not prevent Korsel sh.pk from participating in 4 procurement procedures, and even won them.

Of course, it is not only Korsel's appetite to win tenders, but also the institutional cooperation to allow it, that has led to this quadruple violation.

Which is the state institution that has concluded 4 contracts with this operator despite the embargo from APP?

Sotiraq Filon, the leader of this Municipality, did not stop him:

- Nor the APP's decision on the exclusion of Korsel Shpk, which has the force of law,

- Not even the reports of KLSH that have identified Korsel shpk as a bad implementer of similar contracts, in other municipalities, we mention here the Municipality of Saranda, where, contrary to the contract concluded for the cleaning of the city during 2018, this operator caused economic damage of 53 million lek and stole 155 metal waste containers and 13 plastic containers.

- Nor the lawsuit of the Municipality of Cologne against "Korsel" sh.pk; with object: Damage compensation for non-implementation of the contract.

Sotiraq Filo agreed to break the law with both feet and, instead of disqualifying this fraudulent operator and sending him for criminal prosecution, he became a party to the fraud by awarding 4 contracts worth 505 million lek during the suspension of the operator Korsel shpk .

Specifically, these are the dishes that Filo has rented Korseli:

1. Maintenance of the public and Martyrs' cemeteries carried out on June 14, 2022

2. Cleaning service (Emergency) developed on June 12, 2023

3. Maintenance of public cemeteries and of Martyrs carried out on June 16, 2023

4. Cleaning service carried out on June 26, 2023

Katër kontrata disa qinda milionëshe nuk janë gabime as rastësi. Ato janë vendimi i Sotiraq Filos për të shpërfillur ligjin dhe për këtë mund të ketë vetëm një arsye. Kryebashkiaku i Korçës ka dorë, jo vetëm te vendimi, por edhe përqindja e fitimit që Korsel shpk siguron nga të katra kontratat.
