The Tirana Prosecution Office has completed the investigations and sent 3 people for trial, accused of forgery of documents and embezzlement of state office.

The prosecutor's office's announcement states that AP participated in the May 11 elections at a polling station as a CEC observer, while investigations revealed that the badge was a forged one.

The investigations revealed that the participation was carried out in collaboration with citizens GD, Secretary General of the Tirana District Council, and MX, secretary in the protocol office at the Central Election Commission, who assisted in obtaining the false document.

The Prosecution Office at the Court of First Instance of General Jurisdiction, Tirana, completed the investigations and sent to trial citizens AP, for the criminal offenses 'Forgery of documents' committed in collaboration and 'Abstaining from a state title or position' provided for by articles 186/2 and 246/1 of the Criminal Code, as well as GD and MX for the criminal offense 'Forgery of documents' committed in collaboration provided for by article 186/2 of the Criminal Code.

From the investigations into criminal proceedings no. 3643, dated 22.05.2025, it resulted that citizen AP participated as an observer at the voting center at the '9-Vjeçare Vorë' school with a CEC 'badge' document, which from the investigations resulted to be forged.

In relation to the incident, this citizen explained that he is the Organizational Secretary of the Socialist Party and in addition to this center, he was also responsible for observing 43 other voting centers in the Municipality of Vora. He added that the observer's document was given to him by citizen GD, who is the Secretary General of the Tirana District Council, one day before the elections. Citizen GD claimed that he withdrew the observer's 'badge' document from the Central Election Commission, while it turns out that he did not sign any document for this action. Investigations by the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, revealed that citizen AP was not registered as an observer with the CEC and did not have an official document issued by this institution.

The investigations revealed that the forged document was used by citizen AP, on election day, 11.05.2025, near the voting center on the premises of the "9th Grade" school in Vora, knowingly, and the action was carried out in collaboration with citizens GD and MX, secretaries in the protocol office at the Central Election Commission, who assisted in obtaining the forged document.

In analyzing the above-mentioned facts, we conclude that these citizens have committed the criminal offenses for which they are accused.
