"5D" was the newest theft scheme, which has shaken the foundations of Tirana Municipality and not only, but also the state.

The 3 main directors of the Municipality of Tirana ended up in handcuffs for abusing the tenders from which, according to estimates, they benefited about 20 million euros.

6 other officials are under investigation to the extent of compulsion to appear, that as it has resulted from the SPAK investigations, they are tainted with corruption, as they followed the orders from the directors, giving tenders without competition, announcing winners before the deadlines and others like these.

We must emphasize that in all these scandals it is the fact that the media close to Veliaj and the SP, were silent or treated the directors of Veliaj as former officials, not giving them the right echo, not treating it as a scheme of a group of structured, which had released its tentacles everywhere in subordinate institutions of the Municipality, up to the construction of hotels by people with a salary of 600 thousand lek who built million-euro hotels on the coast. Erion Veliaj is selling his directors, and this reminds us of an expression by Prime Minister Rama, "head eat".
