Chief Prosecutor Olsian Çela did not give any clarification or concrete answer in the Assembly about the "Xibraka" file when he was asked by the head of the DP Parliamentary Group, Gazment Bardhi. 

Bardhi asked Çela why there was no investigation on his part to de-conspiracy the operation, but Çela refused to answer. 

Gazment Bardhi: You were appointed to this post with Rama's votes. You are the prosecutor of the "Xibraka" case. The investigation into that matter was debunked and there was no investigation by you to debunk the operation, the heads went away. Do you recommend this standard of investigation to your subordinates in the district prosecutor's offices? Olsi Rama is also involved here. Debunking information, should it be investigated according to you? What about the construction of extensions or towers in Tirana or the coast, have there been investigations related to these cases? I have asked you for information but you have not given me any details. You get paid for nothing. 

Olsian Çela:  As for constructions without permission, this has been treated seriously by the prosecution. You have sent a request on this matter and we have explained to you, the specific information should be obtained from the prosecution offices of the General Jurisdiction. Throughout 2024, we have taken a part of these cases to trial. (For the Xibraka file), the handling of this reference, we must respect the Constitution.
