The Democratic Party has published several documents with the signatures of Prime Minister Edi Rama, General Secretary to the Prime Minister Òngjëll Agaçi, Tirana Mayor Erion Veliaj and former Minister of Environment Lefter Koka for the construction of the Tirana incinerator. 

In one of the letters, which is dated December 7, 2016, Prime Minister Edi Rama signs for the approval of the bonus of 8% to be given to the company "Integrated Energy BV" sh.pk for the technical and financial result in the competitive selection procedure for granting the concession the construction of the landfill, the incinerator and the rehabilitation of the existing landfills in Tirana.

Through the document, Rama charges the Minister of Environment at that time, Lefter Koka, to implement this decision. The signature of General Secretary Úngjëll Agac as well as Lefter Koka appears in the documents .

PD has also published the document, where the head of the Municipality of Tirana, Erion Veliaj, in 2017 replied to Alqi Bllak, the General Secretary at the time in the Ministry of Environment, that he agrees to the feasibility study for this project.

Meanwhile, in a second letter signed by Veliaj, it is emphasized that the Municipality of Tirana agrees to the entire procedure as well as to the payment of 29 euros per ton or to any other type of price that is stipulated in the contract.

SPAK investigations: 

We emphasize that regarding the bonus awarding procedure, SPAK found violations and brought charges against the officials. 

From the investigations of the Special Prosecutor's Office, it was concluded that the members of the commission for granting the concession, "Construction of landfill, incinerator and rehabilitation of existing storage sites, Tirana", consisting of Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Temali, Etleva Kondi, Taulant Tusha, Namik Simixhiu, in collaboration with Lefter Kokën, Alqi Bllakon, Alba Thomën, Director of the Legal Directorate of the Ministry of Environment and Bledar Karolin, have proposed giving the bonus, without drawing up a summary report.

Likewise, when the proposal for granting the bonus was made, the concession granting commission had not yet clarified the costs of the project. So the document that was signed by Rama results in a violation. 

Likewise, according to SPAK, the acts administered during the procedure result in fictitious data placed in the feasibility study, which have fictitiously increased the fee for waste disposal by Local Government Units, 29 Euro/ton.

CNA has reported that investigations into the Tirana incinerator continue and that this issue cannot be closed only with the arrest of several directors of the Tirana Municipality./CNA
