"Cooperation with the Council of Europe for the training of the electoral administration"/ Celibashi: Administration should not be done 100% by the parties

"Cooperation with the Council of Europe for the training of the electoral

State Election Commissioner Ilirjan Celibashi placed emphasis on training the election administration and stated that they will work with the EU and the Council of Europe for this.

Celibashi said that the dominance of the election administration by political parties has brought a handicap in terms of professionalism, so it is necessary to establish a training center in cooperation with political forces.

 

"The CEC in cooperation with the EU and the Council of Europe should work on this issue, which is the training of the election administration. We have suffered for years that the election administration in the country, after every effort, has never met the expectations of voters to perform in a professional and transparent manner. Now, it seems that the political and social moment of Albania on the verge of joining the EU has also brought the opportunity to work together on this project on an important issue within the electoral process. History, not only for the last elections, has shown that the election administration does not provide all the guarantees it should provide regarding the transparent administration of the electoral process. The dominance of the election administration only by political parties has created its own handicap regarding the professional standard. It is of paramount importance that this issue be among the first to be addressed.

Of the approximately 40 thousand commissioners who are engaged, 30% of them have been treated by the CEC. More or less, it is the same figure in all election editions and on the other hand, more than 40% of the election administration, some of them are changed 1 or 2 days before the election date, and those who are in office do not have the proper training. First of all, it is time to reconfirm the CEC's position to definitively change the way the election administration is organized. I am not saying that political parties should be completely stripped of their interest and opportunity to be part of the administration, but not as if the process is 100% administered by them.

Once we have agreed on when we will have a permanent corps, it is necessary to work on the proper training of this corps or whoever is involved.

"We aim with the support of the EU to build this training center for the electoral administration, where we aim for sustainability and stability. We are aware that the process is difficult and will take its time. We will also seek the support of political parties. Fortunately, it is known that they have also understood that the way the administration is organized and what it provides needs to be changed and they support at least what we have observed, the efforts of the CEC and its partners ," said Ilirjan Celibashi.
