The Minister of Justice, Ulsi Manja, during his speech at the presentation of the draft law on criminal amnesty that is expected to be voted on today in the Parliament, has given details on the proposals of the opposition which are attached to this draft law.

The Minister of Justice, Ulsi Manja, in his speech from the floor of the Parliament of Albania, regarding the Criminal Amnesty bill, said that it is the responsibility of every MP to vote for it.

"From this amnesty, those sentenced to life imprisonment will not benefit from a reduction in their sentence, as well as those sentenced by GJKKO.

Now the reduction of the sentence for male convicts who benefit from the amnesty will be 1 year and a half, while for women 2 years, so that by September of this year we will have a high number of people who complete their sentence."

Also, Manja thanked the opposition colleagues who are present today at the Criminal Amnesty vote.

The minister called the purpose of the amnesty an act of mercy of the sovereign.

"The persons convicted by GJKKO will not benefit either from the amnesty or from a reduced sentence. Because there is no question of criminal prosecution. People who received a final decision by 31.03 will benefit. 2024.

From the initial version of the amnesty approved in the laws committee. Men who have been sentenced to up to 4 years, women who have been sentenced to up to 5 years, minors, women who are 50 years old on the date of entry into force of the law, men who are 60 years old benefit from the amnesty.

This law has relevant limitations, you can benefit for the effect of the punishment but not for the criminal offense. 95% of criminal offenses are not included in this amnesty bill. We have taken care that in this amnesty, the category of subjects that do not benefit, we also have a general provision for reducing the sentence.

It was 1 year for men and 1 and a half years for female convicts. We accepted the proposal made in Bardhi's opposition amendment to reduce the sentence to 1 and a half years for men and 2 years for women.

Regarding criminal prosecution, this amnesty extends to criminal prosecution for misdemeanors only, and jurors know that this limit is 2 years. We have estimated that the criminal prosecution should be terminated, for all cases that are under investigation or trial without a final decision being made.

Reports for types of criminal offenses committed during gatherings until 31.03.2024 will be excluded. It means that for opposition protesters, we will have a break from criminal prosecution at any stage of the investigation or trial for this category of crimes"/ CNA
