The affair of the incinerators is a story that has been going on for almost 9 years, a story of almost a decade of corruption, scandals, 178 million euros as a project by the government of the Socialist and Renaissance Party for incinerators, when today we are faced with the fact that they do not exist, do not work or do not have finished
But let's see them in 5 points.
A brief history of incinerators when 14 VKM are made in a day. It goes to Elbasan with the same company from Stela Gugallja to Klodian Zoto.
It is placed in Tirana at Mirel Mërtiri and the media start talking about it.
It has been talked about since 2016, 2017 and beyond, and the government was silent and opposed and opposed. It didn't do any of her research to estimate costs, how projects were progressing and so on. To administratively investigate at least or find partners, partner agencies, in Europe to verify the Tirana incinerator company and so on.
Documents, their evaluations, forgeries, frauds, he asked for documents, bank accounts, but he did not.

The opposition spoke, the government objected again. Well, the journalists didn't believe the doctor, but neither did the opposition. But an investigative commission was made. Facts and evidence emerged and the situation worsened.
It was almost 7 years. At least 20-30 million euros could have been saved. It didn't happen.
I continued in the same direction. Then SPAK came in, and what did our prime minister do after the commission of inquiry and after SPAK's investigations?
Instead of showing that he was far from this affair, far from Mirel Mërtir, Klodian Zoto, Stela Gugalles, Alqi Bllakos, Lefter Kokës, Arben Ahmetaj who was eating plums and pears behind his back and anyone else who claims to have done this or in collaboration with each other or without cooperation with each other, the prime minister took them and promoted them.

He took Lefter Kok from LSI and made him a deputy. Alqi Bllakon took him from the street and made him a deputy, he strengthened Arben Ahmetaj and even more made him deputy prime minister.
A little history that led us to the fact and the second point that the people whom the prime minister told us had eaten pears behind him or who pointed the finger at them as being responsible for the incinerators were promoted by our prime minister.
They were made with mandates, they were taken on the defense and then a third point, what was the lesson?
Was there a government meeting to investigate the incinerators? To extract the points that had gone wrong where the law had been violated? Why was this money paid? Where was the mistake made in this contract?

What needed to be corrected? What should be the legal changes? What would be the strategy for the prime minister to tell us the truth that he had made an analysis, even if late, after he had learned that other officials had been put in prison after he had given them mandates as deputies.
Or later, then the deputy prime minister will run away.
Fourth point easily readable. Where did the money go? Is there an analysis of the state budget because shamefully a few weeks ago the prime minister appeared on the show "Opinion" and told us that an investment has been made in the landfill of Tirana, while according to the footage taken from there it is an emergency wound.
There are no incinerators and Tirana is in an almost catastrophic situation.
Beyond any alarm denunciation is the solution at the Tirana incinerator.
Because our prime minister has not learned lessons even for the mayors, whom he re-elected, those who were involved in the incinerators affair and who are accused and pointed by the opposition, in Fier and Tirana, at Armando Subashi and at Erion Veliaj.
Prime Minister Edi Rama defended it and said that an investment has been made. What investment was made in Tirana's landfill?
30 million euros are claimed. It should have been 130 million euros. Almost 110 million euros were taken from business and the Albanian state and there is no incinerator.
The last point is that there is no action by the Prime Minister regarding the issue of incinerators that seems serious, that it is a public act, which shows that Rama had nothing to do with the issue of incinerators as he claims.
But others did it behind their backs, they ate the pears, Lefteri did it with his mind, Alqi with his mind and they used some small thieves like Mirel Mërtiri, Klodian Zoto and Stela Gugallja.

But what is this?
Is there a political responsibility? Is there any moral responsibility that criminal and legal is looked at by SPAK and the court from the facts and evidence that will definitely have a decision. Two cases are nearing completion, Fieri and Elbasani, there are convicts, but where is the political responsibility?
Does Prime Minister Rama have political responsibility? We are not talking about Erion Veliaj and Armando Subash. They do not accept anything, certainly when the prime minister has come out with the banner of success. He calls the incinerators finished and successful works. Meanwhile, in Elbasan, the incinerator does not work and the garbage is burned.
In Fier, the incinerator has not been completed and the garbage is being burned. Tirana is on the brink of an emergency. Here are the 5 points. From a short history, which shows that it was a will of the prime minister and the government since he did not intervene and pretended not to understand the fact that it was wrong.
From the other fact that he promoted the people of the incinerators, gave them more power, took them off the street and gave them mandates of deputies.
He put the responsibility back on the municipality and the fact that he never did an analysis or discovered a truth, did an investigation, issued a law, or changed the strategy and finally where did the incinerators' money go. Does our prime minister have moral and legal responsibility? Where did the money go? Since there is no action, there is only deterioration. The situation in Tirana, as we pointed out, is even more urgent. And what will the prime minister tell us about incinerators?
So far in five points or five moves, our prime minister is not checkmate, but is immersed or has immersed himself up to his throat in his actions and inactions, intentional or not. SPAK and Altin Dumani have the criminal responsibility, while Prime Minister Rama has already closed the moral and political responsibility. It is all immersed in the affair of the incinerators./ CNA
