Envelopes from the diaspora that were not brought by DHL/ Celibashi: They were

State Election Commissioner Ilirjan Celibashi shared today, at a press conference from the Olympic Park where the diaspora ballots are being counted, some explanations on the much-discussed diaspora vote process. Asked about the envelopes returned not by DHL but that may have arrived by hand and how justified this procedure is, Celibashi said that they were sent by another postal service.

"There are 107 envelopes that the CEC has taken under review. They are from DHL but they did not come through the normal route, but through another postal operator. But they are DHL envelopes. 6 citizens have delivered them personally. They were not accepted, but they were registered in the protocol. We have guaranteed that the delivery would be made with the operator that we have accepted. Since they did not pay. But we have not prohibited the right of voters to send them with another postal service," said Celibashi.  

Asked if envelopes were delivered after 7:00 PM, Celibashi said that it did happen.

"There are those who arrived after 7 p.m. There are, but they are not included in the count. It is a very small number," Celibashi said./CNA
