VOA: How the mayor Lefter Alla favored his friend's company
Lefter Alla, the mayor of Bulqiza Municipality

In Albania, the Mayor of Bulqiza and 7 other municipal officials have been arrested following an investigation by the Special Prosecutor's Office Against Corruption and Organized Crime.

The mayor Lefter Alla, the deputy mayor as well as 6 other officials are accused of criminal offenses: "Violation of the equality of participants in public tenders or auctions", "Abuse of duty", "Forgery of documents", "Forgery of forms" .

Sipas hetimeve të SPAK-ut, zoti Alla si dhe zyrtarët e tjerë kanë bërë disa shkelje gjatë një tenderi në prill të vitit 2021, për rinovimin e rrjetit të kanalizimeve në zonën e njohur si “Lagja e vjetër” të qytetit të Bulqizës, me një vlerë rreth 3 milionë dollarë. Tenderi u fitua nga dy kompanitë: “Egland Sh.p.k” dhe “BE-IS” Sh.p.k.

Sipas SPAK-ut dy kompanitë në fjalë kanë paraqitur vetëm dokumentacionin, ndërsa punimet janë kryer nga kompania “OE 2AF Albania shpk”, e cila drejtohet nga Aqif Konesha, që ka lidhje shoqërore me kryetarin e bashkisë.

Drejtuesi i kësaj kompanie, Aqif Konesha dhe dy administratorë të tjerë po ashtu janë arrestuar, ndërsa dy zyrtarë të tjerë të kompanive janë lënë në “arrest shtëpie”.

The Special Prosecution Against Corruption and Organized Crime says that the procurement procedure is suspected to have been initiated and developed in violation of the laws.

The investigation showed that the arrested persons, including the mayor and the vice-mayor, favored one of the companies participating in the tender.

Lefter Alla took the office of the mayor in the elections of June 2019, as a candidate of the Socialist Party./ VOA
