Teliti: Transparency has been lacking for 7 months regarding the State Treasury

The Advisor for Economic Affairs at the Democratic Party, Dorian Teliti, reacted today regarding the 7-month delay and lack of transparency in the tender for the new State Treasury system.

Through a post on social media, Teli writes that the public tender was announced by the contracting authority on December 26, 2024 and raises concern that even after 7 months this procedure has not yet been completed.

"Today I want to raise a real concern, regarding the inexplicable delays in the tender procedure that the National Treasury Agency is carrying out for the tender "Improvement of the Treasury System".
As a reminder to citizens, during the 2005-2013 PD government, specifically in 2008 the treasury system was fully digitalized (a historic event in the management of public finances), a system that is still used today by the Ministry of Finance and treasury branches across the country.
Last year, the Government, the Ministry of Finance and the National Treasury Agency decided to build a new state treasury system (this decision is very right since from 2008 to today there have been galloping developments in the field of ICT), by drafting the terms of reference for a new improved system compared to the current one.
The public tender was announced by the National Treasury Agency (the contracting authority) on December 26, 2024. But unlike what happened in 2008, where the tendering procedure was completed according to the deadlines within a period of 2-3 months, we conclude that this is not happening with the current procedure announced since last December. Even to this day, although it is a VITAL service for public finances and the economy in general, this procedure has not been completed, opening the way for various “interpretations” on the real reasons for this unjustified delay of several months.
 Naturally, questions arise for which answers are required from the relevant authority, starting from the National Agency for Public Procurement:
1. How is it possible that even after 7 months this procedure has not yet been completed?
2. Why this “freezing” of the tendering process?
3. Is this delay of several months until the “freezing of the tendering process” related to occult purposes to “get your hands on” or “get hold of” the new treasury system?
4. Is there a delay in the procedure with the final goal of “fabricating a winner”? Given the the rumors in the corridors and cafes of institutions, which "buzz about some favored clientele in ICT tenders", with these several-month delays, is the way being "paved" for some "predestined winner" for this project of national importance?
5. And finally, has this 7-month delay occurred only for this procedure, or is it "common practice" for other tender procedures conducted or still in process by the National Agency for Public Procurement?
Clear and exhaustive answers are required for all these questions, as many have their doubts about the lack of transparency, violation of the integrity of the tender procedure, irresponsibility of some government links with tendencies to seize state links and their services, corrupt practices at the expense of the public interest and the state treasury, etc.
"Only one thing matters today, that the procedure "For the New State Treasury System" be transparent and that there be fair competition between different operators that have the real capacities to offer this service of national importance, with the highest possible quality and with the lowest budgetary cost at the expense of Albanian taxpayers," Teliti writes. /CNA
