For several weeks, CNA has denounced the scandal in the concession contract of the Tirana incinerator with soils, where the builders are forced to pay 4-8 euros for 1m³ of soil.

Likewise, CNA has emphasized that some of them do not pay for the land, but instead of a payment, they have concluded clearing contracts and give villas or apartments.

In relation to this corrupt affair, the member of the Presidency of the Democratic Party, Belind Kelliçi, the company "Llanaj construction" will be allowed to deposit 85 thousand tons of soil free of charge in Sharre, against the reward of 500 square meters of construction, or apartments for the ITS company.

So, this construction company did not pay for the land, but instead gave 500 square meters of living space.

For this affair, Kelliçi today called on the head of SPAK, Altin Dumani, to seize these 7 apartments and every other apartment in the towers of Tirana where public money is hidden.

Dear citizens, today I am in front of you to make public some serious criminal facts related to the already 4-year-old investigation of the affair of the century, that of the phantom incinerator of Tirana.

After SPAK stated that it is very difficult to find and seize the public money, stolen by the prestonames Mirel Mërtiri and Klodian Zoto, today we are giving you 7 concrete cases of where the public money is hidden.

In July 2021, the famous ITS company signs a contract with the entity "Llanaj Ndretim" sh.pk. The object of this contract was that Klodian Zoto's company would undertake the payment of the deposit of 85,000 tons of soil, in the Sharra landfill, meanwhile that the subject for this payment would benefit in exchange of 500 m2 of construction in one of the construction projects of this company in Tirana.

In December 2021, Klodian Zoto flees the country, after the arrest warrant issued against him came out. The ITS company was placed under preventive seizure and state administration, making it impossible for these assets to disappear without the support or order of the de facto owner of the Tirana Incinerator, Erion Veliaj.

For the administration of these assets, which SPAK apparently "forgot" to seize, Taulant Balla tried to appoint Ferdinand Tarazhin, the former director of the Sharra landfill, as the head of the Seized Assets Agency.

Caught red-handed by the opposition, Balla was forced to change this criminal designation within the day.

Until today, we have informed SPAK where the money is, in Bulgaria, Malta, Turkey, Holland, Switzerland, Hungary and recently Albania. This money has served and continues to serve for the purchase of elections, the manipulation of public opinion through the capture of the media, as shown by the blatant case of Carlo Bollino's media or the payments to analysts who shamelessly defend this affair every night in televised debates and dare to threaten even the opposition that denounces this mega affair.
