These heartless mobsters, these mobsters stripped of all human feelings, put bulldozers and mines in Tirana after the earthquake. They leveled more buildings and apartments than the earthquake alone to steal 100 percent of their construction money.

Because the construction was done with other companies that were rewarded with construction permits.
