MP Ina Zhupa has requested the repeal of the protected areas law in the Constitutional Court.

From the court hearing on June 23 and the evidence presented by the parties, it was proven that:

1- that Article 56 of the Constitution and Articles 5, 6 and 7 of the Aarhus Convention were violated, as it was proven that the amendments proposed by the Council of Ministers, which were subsequently transformed into the final draft of Law No. 21/2024, were not subject to consultation;

2- Article 82, point 1, of the Constitution was violated because, as has already been proven, the creation of the Vjosa National Park Administration Office has a cost of 820 thousand euros for the years 2025 - 2027, while the draft law, including the amendments of the Council of Ministers, did not include any report on the financial effects;

3) Article 59 of the Constitution and the Bern/Rio Conventions were violated, as Law No. 21/2024 clearly liberalized the construction of 5-star resorts in all protected areas, while the previous law prohibited such construction in the central sub-areas and in other sub-areas they were subject to strict restrictions.

Zhupa further stated that the constitution is being violated and the public interest is not guaranteed to satisfy the appetites of Edi Rama and the oligarchs close to him who want to fill it with small points to have large resorts.

The MP called on the Constitutional Court to rise to the occasion to save public property, national heritage, and the principles of social solidarity.

"We call on the Constitutional Court to be up to the task and today it has the opportunity to serve the constitution, to save public property, national heritage and the principles of social solidarity. We have a duty to leave future generations an environment like ours or better, and not the villas and hotels of an oligarch," declared MP Ina Zhupa./ CNA
