The Socialist Party has requested disciplinary measures against opposition MPs following incidents that occurred today in parliament.

The spokesperson for the SP parliamentary group announced that the exclusion from the proceedings of the Assembly for 60 days has been requested for MPs Belind Këlliçi, Fidel Kreka, Albana Vokshi, Ledina Alolli, Klevis Balliu, Flamur Noka and Denisa Vata.

The 30-day suspension of MPs Elda Hoti, Gazment Bardhi and Sali Berisha has also been requested.

While for MPs Besart Xhaferri, Xhelal Mziu, Bledjon Nallbati, Luçiano Boçi, Saimir Korreshi, Edi Paloka, Ina Zhupa, Klodiana Çapja, Oerd Bylykbashi, Enno Bozdo, Tomorr Alizoti, Ivi Kaso, Gent Strazimiri, Luan Baçi, Bledi Himçi, Greta Bardeli, Manjola Luku, Flamur Hoxha, Kliti Hoti have requested exclusion for 10 days from the proceedings of the Parliament.

I am here today to make public the request that the Socialist Party Parliamentary Group has filed today for disciplinary measures following the serious incidents that occurred at the start and during the Plenary Session of December 18, 2025, addressed to the Secretariat for Procedures, Voting and Ethics.

Today's Plenary Session was a session with many acts of violence and serious incidents, up to the throwing of pyrotechnics in the hall and other hard objects against the President of the Assembly and members of the Council of Ministers. As is clear from the footage attached to this request and other footage made public by the media, this scenario and these acts of violence were well-organized and prepared in advance by the leaders of the Democratic Party Parliamentary Group: deputies Gazment Bardhi, Belind Këlliçi, Tomorr Alizoti, Elda Hoti, Ledina Alolli (who, after verification, appears to be also the spokesperson of the DP Group and a member of the Freedom Party Group) and by the leaders of the political entity Democratic Party, deputies Sali Berisha and Flamur Noka.

From 09.52 on 18.12.2025, under the leadership of some of the aforementioned MPs, together with MPs from the parliamentary groups of the Democratic Party, the Alliance for Change and the Freedom Party, they attacked the Parliament's rostrum and the seats where the President of the Parliament, members of the Council of Ministers and the Secretariat of the Parliament are seated. Some of the MPs attacked the employees of the Republic Guard, blocked the Parliament's rostrum, the area around it and the seats designated for members of the Council of Ministers.

Under these conditions, at the opening of the session and throughout it, the chairman of the session, the President of the Assembly Niko Peleshi, based on Articles 63, 64, 64/1, 64/2, 65 of the Rules of Procedure of the Assembly of Albania, drew attention and asked the deputies to vacate the Assembly Podium, the space around it and the seats designated for the members of the Council of Ministers. In application of the escalating measures specified by the Rules of Procedure of the Assembly of Albania, the chairman of the session, the President of the Assembly Niko Peleshi, issued, according to Article 65, the disciplinary measure “exclusion from the plenary session..” to the deputies Klevis Balliu and Flamur Noka, who did not implement the decision taken against them.

Deputies Klevis Balliu, Flamur Noka, Elda Hoti, Fidel Kreka have thrown hard objects and other means (including equipment) at the Speaker of the Assembly and members of the Council of Ministers, have prevented members of the Council of Ministers from speaking, have used unparliamentary language, have seriously violated the order in the session and have caused chaos.

MPs Besart Xhaferri, Xhelal Mziu, Bledjon Nallbati, Luçiano Boçi and Saimir Korreshi have prevented members of the Council of Ministers from taking their seats, from speaking, have used unparliamentary language, have seriously violated the order in the session and have caused chaos.

As is clearly evident from the footage, MPs Belind Këlliçi, Fidel Kreka, Albana Vokshi, Ledina Alolli and Denisa Vata introduced and used pyrotechnic substances or devices in the session.

Also, MPs Gazment Bardhi and Sali Berisha have used discriminatory, unparliamentary language, have seriously violated the order in the session, have caused chaos, have occupied the podium, preventing MPs from speaking, and have violated the personality of the chair of the session, members of the Council of Ministers.

In accordance with a well-organized and pre-prepared plan, MPs Edi Paloka, Ina Zhupa, Klodiana Çapja, Oerd Bylykbashi, Enno Bozdo, Tomorr Alizoti, Ivi Kaso, Gent Strazimiri, Luan Baçi, Bledi Himçi, Greta Bardeli, Manjola Luku, Flamur Hoxha, Kliti Hoti surrounded the Parliament's floor, blocking the normal conduct of the session and causing chaos.

Based on the above, based on the attached video evidence, the footage made public by the media and other evidence that will be made available to you below, based on Article 63, point 1 letter d), and Article 65/1 point 1 letter a) and points 6 and 7, of the Rules of Procedure of the Assembly of the Republic of Albania as amended; and Article 6 of the Code of Conduct of the Deputy of the Assembly of the Republic of Albania, we present the request as follows:

1. Taking the disciplinary measure "Exclusion from participation in committees and plenary sessions" for 60 days against MPs Belind Këlliçi, Fidel Kreka, Albana Vokshi, Ledina Alolli and Denisa Vata, who, according to the provisions of Article 65/1, point 7 paragraph a), have introduced and used pyrotechnic and smoke-producing substances or devices inside the Assembly's proceedings hall.

2. Taking the disciplinary measure "Exclusion from participation in committees and plenary sessions" for 60 days against deputies Klevis Balliu and Flamur Noka, who, according to the provisions of Article 65, point 2, have refused to leave the hall, according to the provisions of Article 65/1, point 1 paragraph a) have committed intentional actions by damaging the equipment and removing its functionality in the session hall and according to the provisions of Article 6, point 1 of the Code of Conduct of the Deputy of the Assembly of the Republic of Albania. Given that these two deputies have committed several violations, the disciplinary measures for which are different, we request the taking of the most severe measure provided, namely 60 days. Also, these deputies and others unidentified so far have hit employees of the Guard of the Republic, actions for which it is up to the Prosecutor's Office to decide whether they are hits due to duty, for the initiation of criminal prosecution against the suspects.

3. Taking the disciplinary measure "Exclusion from participation in committees and plenary sessions" for 30 days against MP Elda Hoti who, according to the provisions of Article 65/1, point 1 paragraph a), has committed intentional actions by damaging equipment and removing its functionality in the session hall and according to the provisions of Article 6, point 1 of the Code of Conduct of the Deputy of the Assembly of the Republic of Albania. Also, these MPs and others unidentified so far have hit employees of the Guard of the Republic, actions for which it is up to the Prosecution to decide whether they are hits due to duty, for the initiation of criminal prosecution against the suspects.

4. Taking the disciplinary measure "Exclusion from participation in committees and plenary sessions" for 30 days for deputies Gazment Bardhi and Sali Berisha, who, according to the provisions of article 65/1, point 6, paragraph c) when the deputy repeatedly commits within a parliamentary session the violations provided for in article 65/1, point 1, i.e. the deputies have prevented the regular conduct of the session, have insulted members of the Council of Ministers and according to the provisions of article 6, point 2, paragraph a) of the Code of Conduct of the Deputy of the Assembly of the Republic of Albania.

5. Taking the disciplinary measure "Exclusion from participation in committees and plenary sessions" for 10 days against MPs Besart Xhaferri, Xhelal Mziu, Bledjon Nallbati, Luçiano Boçi and Saimir Korreshi who, according to the provisions of Article 65/1, point 1 paragraph a), have obstructed the orderly conduct of the session, have caused chaos, and have violated employees of state institutions (the Guard of the Republic).

6. Taking the disciplinary measure "Exclusion from participation in committees and plenary sessions" for 10 days against deputies Edi Paloka, Ina Zhupa, Klodiana Çapja, Oerd Bylykbashi, Enno Bozdo, Tomorr Alizoti, Ivi Kaso, Gent Strazimiri, Luan Baçi, Bledi Himçi, Greta Bardeli, Manjola Luku, Flamur Hoxha, Kliti Hoti, who, according to the provisions of article 65/1, point 1 paragraph a), have impeded the regular conduct of the plenary session.
