DP leader Sali Berisha has made a strong denunciation, leveling accusations against the government.
In a statement to the media, Berisha said that Prime Minister Edi Rama has used all kinds of previously unheard of electoral crimes in the May 11 elections.
The opposition leader accused Rama of buying votes through agricultural schemes.
Berisha denounced the 250 million euro fund as a sovereign guarantee for soft loans for government farmers.
"The electoral farce of May 11, 2025 is the ugliest farce since the time of the monist elections during the dictatorship of Enver Hoxha.
To secure a fourth term, Edi Rama used all kinds of previously unheard of electoral crimes.
For the first time, he, the man who destroyed Albanian agriculture, the man who destroyed livestock in the sense of almost halving the number of heads, and as a result the dramatic decline in milk production and other agricultural livestock products, remembered in the election year to distribute 200 million euros in guarantees of 70 percent of soft loans to farmers.
Of course, not for the real farmer, but for the government farmers, for the farmers connected to the government and in return for huge rewards in votes.
Let's continue.
How were votes bought with agricultural schemes?
1. Sovereign guarantee for loans to SMEs in agriculture.
2. National agricultural subsidy program.
Edi Rama in the first scheme promised 70 percent sovereign guarantees for soft loans in agriculture for SMEs. The fund is 250 million euros out of the 32 million euros that farmers have received each year. The scheme was announced on February 10, 2025. The Electoral Code, article 91/4 and decision number 9, year 2020 of the CEC prohibits any type of transaction and influence in the electoral process.
This scheme was applied during the election campaign by ministers Denaj, Ibrahimaj, Lubi Balluku, Mazniku and many others. On February 10, 2025, Edi Rama announced that the sovereign guarantee would cover 70 percent of the loan principal. In fact, it is a massive vote buying.
The participants in that meeting were Anila Denaj, the bank governor, Delina Ibrahimaj, and the director of AZHBR. The meeting with the Agribusiness Council, again with the same people.
On March 7, a meeting with the Union of Chambers of Industry and Commerce, again with the same people. On March 10, a meeting with the Union of Manufacturers, with the same people participating. On March 11, the campaign of filing a complaint in opposition to the law on the distribution of sovereign credit guarantees continues.
On March 13, this roundtable will be moved to Malësia e Madhe. On March 18, a meeting with young people employed in the Ministry of Agriculture and subordinate institutions, Bora Muzhaqi and Anila Denaj.
On March 20, a meeting in AZHBR. In April, a meeting in Cërrik with letters of indulgence to buy votes. It continues in March, a meeting in Kurbin. Anila Denaj turns the sovereign guarantee into the flag of her electoral campaign. Now the Mountain Package is also released.
In Vishaj, in Zall Herr, the campaign continues with the 200 million sovereign guarantee. The campaign continues in Ibë e Poshtme, in Çekrezë, in Pukë, Pinar. There is a campaign with government projects in agriculture. It continues in Gorica and Berat.
"So, as you can see, with the sovereign guarantee scheme, in flagrant violation of the law, of the code, Edi Rama and his ministers went around Albania to buy votes," Berisha declared./ CNA
