Planning and territorial development/ Rama with an "iron fist" for violators: They will become part of the blacklist

At the press conference, Prime Minister Edi Rama also spoke about the changes in the law on territorial planning and development. Rama said that the registration of public spaces will be a mandatory measure. He also stated that no private owner has the right to occupy the spaces between or near buildings.

Rama stressed that this is also important for the path towards European integration, adding that the social character of property is a norm of European coexistence. The head of government also announced the creation of a national electronic registry where all territorial development permits will be registered.

During his speech, Rama sternly warned lawbreakers, saying they would be blacklisted. This list would include developers, companies, and individuals.

"Until today, there has been no rule for registering public spaces. Today, this measure comes into force as an obligation. When we have a certain development on a private property for a building that is given to a certain number of families or businesses, every square meter around that building becomes public property, it is no longer private. This makes it clear to those who are today's occupiers, but also to judges who, in case of ignorance or money, turn a blind eye. In no space between or near buildings, no private owner has the right to do anything without permission. As long as there is no construction permit, that property belongs to the state. This should be clear to everyone, because the social character of property is a norm of European coexistence. Next is the creation of a national electronic registry where all territorial development permits will be registered. It will be a reference point for everyone. Another measure will be the creation of a blacklist, which will include developers, companies, individuals who have violated the law," said Rama./CNA
